Coyote Spring Loses A Court Case
On Wednesday October 8, 2008 in a Mariposa County Courtroom, Coyote Springs argued the case to remove the cement
barriers as now the 'Enhanced Use' (Commercial) of the property is not being used and they need to get hay trucks and cattle
trucks into the Residential and Ag use of the property as for many, many years no 'Pad' was in place. Judge Dana
Walton said that Coyote Springs could have put the $12.5K bond up (To cover the installation of the pads) and then returned
to court for damages. He said that the Coyote Springs argument "Does not hold a lot" as there was a letter in May stating
what the County was going to do if the 'Pads' were not installed or permits were not complied with.
Judge Walton also said that Coyote Springs had 30 days to appeal the barriers to the Mariposa County BOS and did
not do it.
So for now the Barriers will remain in place.
The 'Pads' are the cement slabs that one drives onto when leaving a public roadway onto private or commercial
property and keeps the roadway from chipping away.
At the Tuesday October 9, 2008 BOS Meeting:
Economic Development Coordinator Marilyn Lidyoff along with CAO Rick Benson presented to the BOS a grant
application for new businesses in Mariposa that would allow them to borrow up to $20K with a six month deferred payback and
then a 1% yearly interest rate. Their is no county money match for this loan.
The BOS approved this 5-0 and now Marilyn Lidyoff will begin writing the grant application.
This is true economic development for Mariposa County with even more grants to be announced in the future.

Paulson Signals U.S. May Invest in Banks to Shore Up Confidence
Oct. 9 (Bloomberg) -- Treasury Secretary
Henry Paulson signaled the government may invest in banks as the next step in trying to resolve the deepening credit
crisis. Paulson told reporters in Washington yesterday that legislation Congress passed last week to rescue financial
institutions gave him broad authority that he intends to use, beyond just buying mortgage-related assets on banks' balance
sheets. He indicated that an option available may be boosting companies' capital with cash infusions.

one of the few benefits of the dismal real estate market — a smaller tax bill — some 5,000 Santa Clara County property
owners appealed their assessment this year, 55 percent more than in 2007. Santa Clara County Assessor Larry Stone sends out
notification cards to all residential and commercial owners in May, listing properties' assessed values for this tax year;
property taxes are based on the value listed there. Owners had until Sept. 15 to appeal Stone's findings.

Bear activity has continued to be slow in Yosemite Valley. However, bears are still being observed weekly in the Pines
Campgrounds and various other locations around the Valley. Please continue to store your food properly!
Two bears have been hit by vehicles this week! Please obey speed limits and pay attention to wildlife that may be crossing
the road in front of you. A younger bear has been in the area between Little Yosemite Valley and the John Muir Trail above
the Half Dome Junction. This bear has been getting food from people, mostly leaving food unattended in backpacks. If you
are hiking please keep your backpacks with you as bears may be out any time of the day or night.

Fed, ECB, Central Banks Cut Rates in Coordinated Move
Oct. 8 (Bloomberg) -- The Federal Reserve, European Central Bank and four other central banks lowered interest rates in an
unprecedented coordinated effort to ease the economic effects of the worst financial crisis since the Great Depression.
The Fed, ECB, Bank of England, Bank of Canada and Sweden's Riksbank each cut their benchmark rates by half a percentage
point. The Bank of Japan, which didn't participate in the move, said it supported the action. Switzerland also took part.
Separately, China's central bank lowered its key one-year lending rate by 0.27 percentage point.

We all believe in attractive alternatives to driving, especially sleek electric trains designed in Europe, but the
promises in Proposition 1A on the Nov. 4 ballot are simply too good to be true. Voters are being asked to approve nearly
$10 billion in bonds (costing taxpayers about $20 billion when debt service is included) for a San Francisco to Anaheim
project. The total cost is probably five to 10 times that amount, and the financial structure of the project remains a
mystery even to Sacramento insiders.

Oct. 8 (Bloomberg) -- Britain's banks will get an unprecedented 50 billion-pound ($87 billion) government

Gasoline May Fall Below $3 a Gallon on Slowing Demand, Economy
Oct. 7 (Bloomberg) -- U.S. gasoline pump prices may fall below $3 a gallon for the first time in almost a year
because of declining crude oil costs and collapsing demand.
Retail prices may fall as low as $2.70 a gallon by the end of November from about $3.50 a gallon on average nationwide
now, said
Dominick Chirichella, a senior partner at the Energy Management Institute in New York, a consulting company. U.S.
gasoline demand is the lowest since September 2005, and the number of miles driven by Americans this year may fall for the
first time since 1980, according to the Federal Highway Administration.

Tracking dilemma on high-speed rail
After years of debate and stalled starts, a state proposition could deliver approximately $10 million to build a
high-speed rail to move people between San Francisco and Los Angeles in under three hours.
Its fate is in the hands of the voters, but cites in San Mateo County are divided — and some remain neutral — on whether
to bring the fast moving train straight down the middle of the Peninsula. Advocates argue the high-speed rail would open
the state up to more jobs, boost business, alleviate busy airports and take millions of cars off the roads. Opponents
across the state argue it’s a financial boondoggle and two local cities joined a lawsuit complaining it will put a wall of
rails down the middle of their towns.

Euro Falls to 14-Month Low as Credit Crisis Spreads to Europe
Oct. 6 (Bloomberg) -- The euro had its biggest one-day drop against the yen since its debut in 1999 as the
deepening credit crisis prompted European governments to pledge bailouts for troubled banks while stopping short of
coordinated action. The 15-nation currency declined to a 14-month low against the dollar and the weakest in 2 1/2 years
versus the yen after leaders meeting at the weekend avoided announcing any plan that would mirror the U.S.'s $700 billion
bailout. Germany joined with banks and insurers to prevent the collapse of property lender
Hypo Real Estate Holding AG and Belgium announced a revised deal to salvage Fortis. The yen jumped 5 percent versus

Hi, this is Governor Arnold Schwarzenegger with another California Report. Americans have been hit with a lot of tough economic news recently but we got a big boost this week when Congress approved
the $700 billion rescue plan.
A similar plan was defeated earlier but it was explained to the people as a bailout of Wall Street, when really it was about
helping ordinary Americans.

FHA Takes on Subprime, Alt-A Loans Shunned by Private Lenders
Oct. 6 (Bloomberg) -- The
Federal Housing Administration has grown so large that by the end of the year it will guarantee mortgages for three in
10 U.S. borrowers, many of whom have bad credit or loans that required no verification of income. Congress wants FHA to do
more. The Hope for Homeowners program, unveiled Oct. 1, authorizes the agency, part of the cabinet-level
Department of Housing and Urban Development, to guarantee up to $300 billion of 30-year, fixed rate home loans for
struggling borrowers over the next three years. The Congressional Budget Office estimates that 400,000 households will get
FHA- insured loans and about one-third of those will fall behind again on their new loans.

Report Finds High-Speed Rail Will Bring 48,000 New Jobs to the Bay Area, Reduce Emissions by 12 Billion Pounds
With Election Day around the corner, Californians have a lot to think about before they head to the polls on Nov. 4.
Proposition 1A is a measure that would allow $9.95 billion in bonds to be issued for the planning and eventual
construction of a high-speed rail line uniting California. This week the Bay Area Council Economic Institute released a
report, California High-Speed
Rail: Economic Benefits and Impacts in the San Francisco Bay Area, assessing the expected impacts of bringing
high-speed rail service to the Bay Area. Eighty-eight million Californians are expected to ride the proposed high-speed
train annually by 2030.

Oct. 6 (Bloomberg) -- European governments from Brussels to Copenhagen to Berlin rushed to shore up their
faltering banks as the credit crunch worsened in Europe.
BNP Paribas SA agreed to buy Fortis's units in Belgium and Luxembourg for 14.5 billion euros ($19.8 billion) after a
government rescue failed, while the German state and financial institutions put together a 50 billion-euro rescue package

2008 Yosemite Facelift By Ken Yager
Over 2,000 people showed up for the 5th annual Yosemite Facelift to help clean up Yosemite National Park.
The participants cleaned up trails, roadways, river corridors, campgrounds, lodging and housing areas taking special care
to not disrupt archeological sites. Several special projects were taken on with NPS crew leaders, some of these included
abandoned phone lines that ran to Nevada Falls and to Mirror Lake.

Oct. 5 (Bloomberg) -- The U.S. housing slump probably showed no sign of ending and the trade deficit shrank in
August, a month before the turmoil in financial markets came to a head, economists said before reports this week. The
number of Americans signing
contracts to purchase previously owned homes probably fell 1.1 percent in August, according to the median estimate in

Yosemite National Park Announces Signing of the Invasive Plant
Management Plan
Yosemite National Park Superintendent Michael J. Tollefson announced the
signing of the Finding of No Significant Impact (FONSI) on September 19, 2008 for the Invasive Plant Management Plan for
Yosemite National Park Environmental Assessment (EA).

The National Park Service is conducting a prescribed fire in the Mariposa
Grove of Giant Sequoias. Weather and air quality is favorable and continues to allow for completion of this prescribed fire.
It is anticipated that an additional day of ignition will be necessary through Friday, October 3, 2008. The Grove is located
in the Wawona area of the Park and near the southern entrance gate, in Mariposa County. This burn consists of 4 units depicted
above. Approximately 90 acres are planned to be burned. Fire Information Officers and Interpretive Rangers will be present
daily to answer visitor questions.

Oct. 4 (Bloomberg) -- The U.S. may be heading for its worst recession in at least a quarter century as the credit crisis
forces employers across the country to cut workers and ratchet back spending. Labor Department figures showed yesterday that
payrolls fell by 159,000 in September, the biggest reduction in five years. While the
unemployment rate held at 6.1 percent, that's up from 5 percent as recently as April. Some economists, including Goldman
Sachs Group Inc.'s
Jan Hatzius, said it rise as high as 8 percent as the credit crunch hammers consumers and companies.

The September unemployment rate was unchanged at 6.1 percent, following an increase of 0.4
percentage point in August. Nonfarm payroll employment declined by 159,000 in September. By comparison, from January
through August, payroll employment decreased by 75,000 a month on average. Approximately 9.5 million persons were
unemployed in September, little changed from August. Two million of these individuals had been unemployed for 27 weeks or
more, an increase of 167,000 over the month and 728,000 over the past 12 months. The number of persons working part time
who would have preferred full-time employment increased by 337,000 in September to nearly 6.1 million. Over the last 12
months, the number of such workers has grown by 1.6 million.

Oct. 2 (Bloomberg) -- The U.S. Senate passed a $700 billion financial-market rescue package loaded with inducements for
the House of Representatives to approve the measure, following the House's rejection of an earlier version. The
legislation, approved last night on a 74-25 vote, authorizes the government to buy troubled assets from financial
institutions rocked by record home foreclosures. It contains two provisions favored by House Republicans: One raises the
limit on federal bank-deposit insurance; the other reiterates the authority of securities regulators to suspend
asset-valuing rules that corporate executives blame for fueling the crisis.

The passing at age 78 of John Foster Curry, son of Foster Curry and grandson of Jennie and David Curry, ends the era of the
Curry family associated with Yosemite National Park.
David and Jennie Curry, both Palo Alto school teachers, came to Yosemite to start Camp Sequoia in l899. A summer camp had
been started at the location in the shadow of Half Dome, but never completed. It was the Curry’s desire to begin a summer
camp that teachers and students of modest income could call home for the summer in Yosemite.

Oct. 1 (Bloomberg) -- The U.S. Senate set a vote for tonight on a
$700 billion financial-rescue plan, tying it to an increase in bank-deposit-insurance limits and tax breaks to win support
from Republicans. The Senate agreed to vote on the legislation along with the measure temporarily raising the limit on
federal deposit insurance to $250,000 from $100,000. That increase was proposed by Republicans critical of the plan
authorizing Treasury Secretary
Henry Paulson to buy troubled debt from lenders, which was rejected by the House on Monday.

More money pours into high-speed rail campaign
The campaign for
Prop 1A
is starting to heat up. The measure, if approved by voters on Nov. 4, would allow $9.95 billion in bonds to be issued for
the planning and eventual construction of a high-speed rail line in the state. The bonds, proponents say, would allow them

Sept. 30 (Bloomberg) -- House prices in 20 U.S. cities declined in July at the fastest pace on record,
signaling the worst housing recession in a generation has yet to trough. The S&P/Case-Shiller
home-price index dropped 16.3 percent from a year earlier, more than forecast, after a 15.9 percent decline in June.
The gauge has fallen every month since January 2007, and year-over-year records began in 2001.

The 19th Annual ICES Children's Fair was held Saturday at the Mariposa Park. It was a
hands on day for children and their families. Some of those participating were The California Highway Patrol, Cal Fire,
Acorn Preschool, STI Telephone and Mariposa Martial Arts Academy.

This last Saturday the Memorial Service was held for Marguerite Dexter Campbell, former
editor and publisher of the Mariposa Gazette. And thus an era ends. John L. and Katie Dexter and for a short time
brother Roland Dexter, purchased the Gazette from John L. Weiler in l918, with John having started as editor in l9l8. John
Dexter, ex-teacher and Superintendent of Schools and Katie edited the Gazette until their deaths just six months apart in
l946-47. Dale K. and Marguerite came from Le Grand where they were publishing the Le Grand Advocate starting in l938 to join
her father as partners in the Gazette...
