Tourism officials tout state’s advantages
State Commissioner of Agriculture Scott J. Soares encouraged the
audience to think of agriculture in new ways. “Environment, Food safety.
Tourism. Quality of life. Agriculture embraces all of these,” he said,
and Cape Cod “has certainly embraced the idea of ‘buy local’.”
Soares said also that Massachusetts is “way ahead of New England and the
United States in agritourism” and has experienced an 800 percent
increase in the last five years of visits to farms.
Farmers’ markets contribute to the boom, said Soares. “In just one
season,” he said, “we went from 160 to 202 farmers’ markets.” In an
interview later, he said of the markets, “They’re kind of like going
back a hundred years. They’re like a European experience, where you know
your farmer.

Nearly half of home purchases statewide last year went to first-time
buyers, the highest since 1995, the California Association of Realtors
reported yesterday. But its chief economist said first-timer dominance
may dip a bit this year because of the pending end to the $8,000 federal
homebuyer tax credits....

The nation’s two biggest public pension funds, CalPERS and CalSTRS, lost
a combined $170 billion by the time the stock market hit bottom last
March. Since then, they have regained about $70 billion.
Just getting back to where they were two years ago will take another
$100 billion, a big hole to fill for retirement systems that have been
relying on investment earnings to cover 75 percent of their costs.
A year after the bottom, there is no sign of a major market rebound that
will recover most of the losses. Experts who have been predicting a
period of slower growth may be right.

Mariposa County Unemployment Report For January 2010
Not since the flood of 1997 has Mariposa County Unemployment numbers been so high as the current numbers are at 14.6%. In January 1997 the rate was at 21.8% as 1,400 residents were without a job. That compares with 1,350 residents that were without a job for January 2010. Going back to January of 1990 this January has the second highest unemployment rate recorded by the California Employment Development Department.

EDITORIAL: Pension guardians must correct problems
...CalSTRS estimated it would earn an average of 8%. Its portfolio lost
25% in the 2008 market crash. CalPERS' estimated its rate of return
would average 7.75%. Its portfolio fell 23% because of the crash.
This is where it gets tricky. If the pension funds lower the assumed
rates of return, taxpayers must make larger payments now. That would be
painful. But by ignoring the gap between wish and reality, the liability
would worsen, leaving future taxpayers to pay bills that are due now.
That's not fair to anyone involved...

request from Senator Dave Cogdill
(R-Modesto) to examine the overall impact
California’s legislation to restrict
greenhouse gas emissions ( AB
32) will have on jobs in California. In
light of this new information, Senator
Cogdill renewed his request to Governor
Arnold Schwarzenegger to use his authority
to delay implementation of this legislation.

Recovery and Reinvestment Act of 2009
The American
Recovery and Reinvestment Act provided $3 billion to
the Department of the Interior. Of that amount, $750
million went to the NPS to fund job-creating
investments in critical infrastructure and
facilities, trail restoration, abandoned mine
remediation, and energy efficiency and renewable
energy.

Banks Facing Writedowns After FDIC
Loan Auctions
A total of 140 banks failed last
year, and FDIC Chairman Sheila Bair
said the number may be higher this
year. It stands at 26 as of March 6.
The agency said on Feb. 23 that 702
banks were on its “problem” list as
of Dec. 31, up from 552 at the end
of the third quarter. The FDIC’s
insurance fund had a deficit of
$20.9 billion at the end of the
year.
“This whole thing is a mess waiting
to happen across the country,” said
Geoffrey Miller, a professor of
securities law at New York
University and director of the
Center for the Study of Central
Banks and Financial Institutions.

Now the gears are stripped and the wheels have fallen off. The
California State Teachers' Retirement System and the California
Public Employees' Retirement System are taking some steps to confront
the problem. But thanks to a 1999 decision by lawmakers and then-Gov.
Gray Davis, it may be too little, too late.
