A dollar amount was not mentioned at the BOS presentation for this proposal.
Do not know where the SST picked up the $50K number used in a poll question.
Supervisor Kevin Cann in an Email said the BOS was anticipating spending around $5K yearly.
Using that number divided by 50 videos equals $100 a video.
The fascinating item is since no dollar figures were mentioned at the BOS meeting how does the BOS anticipate spending $5K yearly?

December 3, 2015 - Mariposa County Website Video Request for Proposal

Section 1: Scope

Mariposa County, California is a rural area with an approximate population of 18,000 citizens. The County maintains a website, www.mariposacounty.org , to keep its constituents informed of news and events. The website receives about 5,000 visits per week. We are interested in pursuing a test of about one or two professional video public service announcements a week for a period of six to twelve months to enhance our information delivery.

Section 2: About the County

Mariposa County was established on September 9, 1850 even before California became the 31st State in the Union. Peter H. Burnett, the first governor of California, signed the law creating 27 original counties. Mariposa County comprised one-fifth of the territory of California due to the small density of population. In following years, Merced, Madera, Fresno, Kings, Tulare, Kern and portions of Mono, Inyo, San Bernardino, Los Angeles and San Benito would spring from “The Mother of Counties” as Mariposa was christened.

While the area remains rural, much of Yosemite National Park is within its boundaries. Visitors to the website come from cities in California to a wide range of international locations. Still, our websites primary goal is to keep our residents informed of official County government news and information.

Section 3: Submission Guidelines and Schedules

The proposal must include a price per video. While we expect the evaluation to contain 25-50 videos over the course of 6 months to one year, please quote a price per video in your response. That quote can contain a minimum number of productions.

The selected vendor is required to agree and sign the County’s contract for services.

All responses will be open on January 20, 2016. Award determination will be made by committee with final approval by the Board of Supervisors. We expect production to commence in March 2016.

Section 5: Description of Project and Minimal Requirements for Response

We recognize that to attract and keep visitors to our site in the modern internet world, the information we present must be both informative and entertaining. We are seeking a proposal to produce web videos, with each edited production 5 – 20 minutes in length. These will typically be public service announcements, summarizing Board of Supervisor meeting agendas and interviews with department heads on issues facing the County. They will also need to be timely in the event the video will support information on a local emergency.

Mariposa County does not host its website www.mariposacounty.org and does not employ a webmaster. CivicPlus hosts the website and provides the content management system use by each County department. We expect either to imbed the video hosted on a video server or have the final production delivered electronically. Please describe your proposed delivery method in your response.

A facility or method to record the videos locally in the town of Mariposa is required.

The videos must contain closed captioning to comply with the Americans with Disabilities Act (ADA) Section 508 guidelines.

Scripts will generally be informal, keeping with the local culture.

Local constituents generally have minimum DSL speeds available for internet access.

Section 6: General Requirements

The following describes general requirements for response. Please respond to each requirement individually. If a requirement is met in some manner other than that explicitly requested describe how you meet that requirement.

1. If the vendor will be embedding any of their own or somebody else’s proprietary intellectual property, please describe these technologies and the sub-license arrangements under which Mariposa County will operate.

2. The player should be J2EE compliant and fully compatible with popular browsers (Internet Explorer 6.0 and later, Mozilla/Firefox 2.0 or later, Safari 1.2 and later, Google Chrome 6.0 and later).

3. The player should support both Flash 8 or later and Windows Media v9 or later video.

4. The video window should be 400x300 for SD content.

5. The player will display closed captioning.

6. The player should have the following player controls and corresponding actions:
a. Play/Pause
b. Stop
c. Rewind
d. Fast Forward
e. Volume adjustment
f. Full Screen
g. Show or hide captioning

7. The player should record the number of views by date and time.
