Name of Case: Page, et al. vs. County of Madera (1:17-cv-00849-DAD-EPG)

Consideration of entering into an Agreement with 7th Avenue Center, LLC, for the provision of Mental Health Residential Care for Madera County Behavioral Health Services (BHS) adult clients, for Fiscal Year 2018-2019.

Consideration of entering into an Agreement with Ramon Q. Raypon, MD, in an amount not to exceed $166,400.00, for part time psychiatrist services, for Fiscal Year 2018-2019.

Consideration of approval to reaffirm Resolution No. 2015-101, declaring a local emergency due to the tree mortality disaster that exists in the County and throughout the State.

Consideration of entering into an Amendment to MCC NO. 10852A-C-2018, with Willdan Financial Services, to update the County's Development Impact Fee Program and Capital Improvement Plan and to extend the term of the agreement by an additional six months.

Consideration to adopt a Resolution setting maximum pay allowance for County employees involuntarily called into active duty as a result of Military Operations.

Consideration of entering into an Agreement with the California Enterprise Development Authority, for collection of taxes and special contractual assessments.

Consideration of approval to reaffirm Resolution No. 2015-087, proclaiming a local emergency created by the severe drought conditions that exist in the County and throughout the State.

Consideration of entering into an Equitable Sharing Agreement, with the United States Department of Justice, for the Federal Asset Forfeiture Funds held by the Sheriff's Department.

Consideration of approval for the Sheriff's Department to apply for and accept funds from the2018-2019 Edward Byrne Memorial - Justice Assistance Grant, Local Solicitation and authorize the Sheriff to sign the application and submit all documents necessary for completion of the Projects.

Consideration of entering into an Amendment to MCC No. 10353A-C-2017, with Zak's Security One, to allow for after hours safety escort services, for Fiscal Year 2018-2019.

Presentation on the new Madera Ranchos Library project.

Avenue 14 water line extension project.

1.              Discussion and consideration of entering into an Agreement with Bill Nelson General Engineering Construction, Inc., in an amount not to exceed $418,392.00, for the Ave 14 Water Line Extension, Private Property Connection, and Well Destruction.

2.              Discussion and consideration of approval to authorize the Public Works Director to issue the Notice to Proceed.

3.              Discussion and consideration of approval to authorize the Public Works Director to issue and approve Contract Change Orders in accordance with Public Contract Code, not to exceed approved grant agreement with State Department of Water Resource, and to execute other documents that may be needed to transfer title to the improvements to the City after the work is completed.

4.              Discussion and consideration of approval to disqualify bids from Haydon Construction, Inc., and Emmett’s Excavation, Inc., for the Ave 14 Water Line Extension, for non-responsiveness.

Discussion and consideration of entering into an Agreement with the City of Madera, for $210,000.00 in annual payments, for enhanced law enforcement services from the City in exchange for the County providing Animal Control Services, for Fiscal Years 2018-2020.

Discussion and consideration to adopt a Resolution authorizing the County Administrative Officer or Designee to place orders for fire equipment.

Discussion and consideration to staff regarding continuing or discontinuing Property Assessed Clean Energy ("PACE") programs within the County.

Discussion and update on the progress of the Countywide Pavement Management Program Implementation.

Discussion and consideration of approval to clarify that on March 15, 2016 the Board of Supervisors entered into MCC No. 10366A-C-2016 with Michael L. Johnson, LLC (MLJ-LLC) approving additional compensation in the amount of $226,824.00 for the remaining 3 years of the 5 year MS4 program, bringing the total compensation amount to $350,204.00.
