May 19, 2015 - Sacramento – California Senate Republicans issued their comprehensive analysis of the Governor’s 2015-16 May Revision (pdf). The Senate Republicans have a list of priorities that they consider responsible government.  Focusing on these priorities would help to create job opportunities for struggling families and provide the foundation for all Californians to carve out a successful future. Among the list of priorities for the Senate Republicans include investing in education, building the state’s new rainy day reserve, paying off state budgetary debts, and addressing unfunded liabilities that would harm the Golden State’s fiscal future.

“Californians deserve responsible government. The most important thing we can do is learn from our past mistakes and make sure we put surplus money into the rainy day fund, and invest in infrastructure such as transportation, water, and school projects,” said Senate Republican Leader Bob Huff (R-Diamond Bar).

Senate Republicans say there are many positive aspects to the Governor’s new budget plan and applaud him for releasing a budget that includes building the rainy day reserve, increasing funding for K-14 education, and providing additional funding for higher education with a tuition freeze at California state colleges and universities. However, they warned that the Governor’s May Revision also proposed a new record high spending level of more than $267 billion, which is $13 billion more than last year’s 2014 Budget Act with total spending at $254 billion. This level of spending growth is not sustainable.  The state Department of Finance warns that California will have an operating deficit in excess of $2.5 billion by 2018-19 if we do not moderate spending today.
