Special Meeting: Lake Don Pedro Community Services District Special Meeting of the Board of Directors on Wednesday, June 17, 2015

June 17, 2015 - At the Tuesday, June 16, 2015 Board of Supervisors meeting Mariposa County Office of Emergency Services, Emergency Planner Don Florence provided the supervisors with an update on Lake Don Pedro Community Services District current water situation. Mr. Florence said they have been having weekly meetings with state officials and last Tuesday the Federal Energy Regulatory Commission (FERC) denied a request by Merced Irrigation District (MID) to the California Governor's Office of Emergency Services (CAL OES) to forego a request to limit the Lake McClure drawdown. 

The impact of this denial is that the Lake Don Pedro Community Services District cannot draw water below the 625 foot elevation level. Currently they are at 638 feet and the outflow is close to the inflow of the lake (200 to 300 feet per second). Previously the level for limiting drawdown was 560 feet.

The previous projection for running out of water in Lake McClure to the Lake Don Pedro Community Services District was October of 2015. That date has now been changed to the end of August 2015. 

An appeal process has been put forward and CAL OES is working on contingency plans.

Mr. Florence said there are 1,250 connections with about 750 of the connections in Mariposa County. Up to 3,000 residents live in the area. 

Supervisor Merlin Jones said it looks like the fish are more important than the people. 

The Supervisor said there only two wells that are currently operating. 

Mr. Florence said they have dug over a dozen holes to install wells but most of them have been inadequate. Each hole has cost between $14,000 to $18,000. 

The Lake Don Pedro Community Services District has a contingency plan filed with the state if the point comes to no water flowing out of the tap. 

Mr. Florence said they would need about 350,000 gallons a day trucked in and a truck and trailer holds about 12,000 gallons, so the volume of trucks needed would be great. 

Supervisor Kevin Cann said they would need a variance from FERC to continue to draw water from the lake.

Answering a question about the emergency water bottles Mr. Florence said the emergency stored plastic water bottles have been covered.
