Mariposa County November 2012 Unemployment Report Continues With Upward Employment Trend Over 2011


The Mariposa County November 2012 Unemployment Rate came in at 10.3% (Prelim.) with 8,220 residents employed.

With the Unemployment Rate decreasing from November 2011, employment was up by 220 residents compared to November 2011. November 2011 had 8,000 residents employed compared to 8,220 in November 2012.

The unemployment rate increased 1.3% from October 2012 (9.0%) and decreased 1.5% from November 2011 (11.8%). Employment in the Leisure and Hospitality industry had 40 more employees compared to November 2011.

940 residents were out of work in November 2012. October 2012 had 870 residents out of work and November 2011 had 1,070 residents out of work.

The State of California unemployment rate for November 2012 was 9.6% .2% lower than October 2012 (9.8 % Revised) report and a decrease of 1.3% from November 2011 (10.9%).

The United States unemployment rate for November 2012 was 7.4%. .1% lower than October 2012 (7.5%) and a decrease of .8% from November 2011 (8.2%).

The above numbers are not adjusted for seasonality.

The civilian labor force which is the total of all workers, those working and those that are unemployed has Increased by 90 residents from November 2011 to November 2012.
The November 2012 labor force is at 9,160. November 2011 had the labor force at 9,070. 

The labor force can keep increasing as the students in the schools start applying for jobs. So every year the number could go up just on the rate of the local school children reaching the age where they apply for jobs. Additionally the rate can increase by people moving into the county and are looking for work or are working.The rate decreases by people leaving the county for various reasons, retiring, dying or dropping off the labor rolls as they give up looking for a job.The Civilian labor force data are by place of residence; include self-employed individuals, unpaid family workers, household domestic workers, & workers on strike.

8,220 people were employed during November 2012 in Mariposa County, a 600 person decrease from October 2012 and a 220 person increase compared to November 2011. This is a 2.8% increase year to year. Of the 8,220 employed workers, 2,100 work for the government, 1,940 work in the leisure and hospitality industry and 10 individuals work on farms.

In November 2012, 1,940 people worked in the Leisure and Hospitality industry, down 200 workers from October 2012. November 2012 had a 40 person increase of jobs in that field from November 2011.

The Government had a 8.3% decrease in jobs from October 2012 (190 less workers). Year to year numbers show a increase of 120 workers, a 6.1% increase.

Year to year figures for construction show a 0% increase/decrease, from 120 to 120 jobs.
Year to year figures for manufacturing show a 0% increase/decrease from 130 workers in November 2011 to 130 workers in November 2012.

Delta Stewardship Council Meeting to Receive Public Comments on Friday, January 11, 2013 


Regional Council of Rural Counties:

The Delta Stewardship Council (Council) has scheduled a meeting on Friday, January 11, 2013 to receive public comments on the Final Draft Delta Plan, the Recirculated Draft Programmatic Environmental Impact Report (DEIR), and the Proposed Delta Plan Rulemaking Package.  A certified shorthand reporter will record public comments for inclusion and response in the formal CEQA and Rulemaking records.  The meeting notice can be accessed here.

The three documents can be accessed at:http://deltacouncil.ca.gov/.   The Council will also hold a meeting on January 24 to receive additional comments on the Proposed Rulemaking Package.

California Department of Conservation Division Releases Discussion Draft of Fracking Regulations


Regional Council of Rural Counties:

December 21, 2012 - The Department of Conservation’s Division of Oil, Gas, and Geothermal Resources (Division) has released a discussion draft of regulations for the natural gas and oil production process known as hydrologic fracturing, or fracking.  The discussion draft regulations include provisions for pre-fracking well-testing, advance notification, monitoring, disclosure of materials used in fracturing fluid and storage and handling of these fluids. The discussion draft is viewed as a starting point for discussions by stakeholders and other interested parties. A formal process of rulemaking is expected to begin in 2013.

Central Intelligence Agency Acting Director Michael Morell, Comments on the Enhanced Interrogation Techniques in the Film "Zero Dark Thirty"


Statement to Employees from Acting Director Michael Morell: "Zero Dark Thirty"


December 21, 2012 - I would not normally comment on a Hollywood film, but I think it important to put Zero Dark Thirty, which deals with one of the most significant achievements in our history, into some context.  The film, which premiered this week, addresses the successful hunt for Usama [sic] Bin Ladin that was the focus of incredibly dedicated men and women across our Agency, Intelligence Community, and military partners for many years.  But in doing so, the film takes significant artistic license, while portraying itself as being historically accurate.

What I want you to know is that Zero Dark Thirty is a dramatization, not a realistic portrayal of the facts.  CIA interacted with the filmmakers through our Office of Public Affairs but, as is true with any entertainment project with which we interact, we do not control the final product.

It would not be practical for me to walk through all the fiction in the film, but let me highlight a few aspects that particularly underscore the extent to which the film departs from reality.

  • First, the hunt for Usama [sic] Bin Ladin was a decade-long effort that depended on the selfless commitment of hundreds of officers.  The filmmakers attributed the actions of our entire Agency—and the broader Intelligence Community—to just a few individuals.  This may make for more compelling entertainment, but it does not reflect the facts.  The success of the May 1st 2011 operation was a team effort—and a very large team at that.
  • Second, the film creates the strong impression that the enhanced interrogation techniques that were part of our former detention and interrogation program were the key to finding Bin Ladin.  That impression is false.  As we have said before, the truth is that multiple streams of intelligence led CIA analysts to conclude that Bin Ladin was hiding in Abbottabad.  Some came from detainees subjected to enhanced techniques, but there were many other sources as well.  And, importantly, whether enhanced interrogation techniques were the only timely and effective way to obtain information from those detainees, as the film suggests, is a matter of debate that cannot and never will be definitively resolved.
  • Third, the film takes considerable liberties in its depiction of CIA personnel and their actions, including some who died while serving our country.  We cannot allow a Hollywood film to cloud our memory of them.

Commentators will have much to say about this film in the weeks ahead.  Through it all, I want you to remember that Zero Dark Thirty is not a documentary.  What you should also remember is that the Bin Ladin operation was a landmark achievement by our country, by our military, by our Intelligence Community, and by our Agency.
