Job Description - Resource Conservation Assistant (Part Time)
Qualification Requirements:
- Valid CA driver's license.
- High School diploma or GED (some college preferred with courses pertaining to resource conservation).
- Strong office skills including customer service, typing, filing/alphabetizing, etc.
- Working knowledge of natural resource conservation related issues, challenges, opportunities and practices to address identified resource concerns.
- Knowledge or experience related to forestry and/or rangeland management and natural resource data collection methods is preferred.
- Knowledge of Mariposa County Resource Conservation District functions and key roles with in the County.
- Solid working knowledge of various computer programs including Microsoft Word, Excel, PowerPoint, Publisher, Office, and Adobe Acrobat.
- Experience utilizing Arc GIS and other programs for natural resource planning.
- Good organizational skills and attention to detail.
- Strong interpersonal skills, pleasant, outgoing and the ability to work closely with local producers, diverse collaborative groups and professional peers.
- Strong writing and oral communication skills.
- Applicant must be physically able to walk long distances over rough terrain under adverse conditions for conservation planning and/or field inspections.
- Flexibility in working hours; up to 29 hours per week as needed.
The employee will be under the direction of the Natural Resources Conservation Service (NRCS) District Conservationist (DC). The Resource Conservation Assistant (RCA) will provide on-the-ground conservation planning assistance to the Mariposa NRCS staff. This person will assist landowners with identifying and documenting resource concerns and with developing solutions to promote environmental health and sustainability. They will collect field data on forage growth and amounts of residual dry matter, vegetative composition, riparian health, forest stand measurements, soil qualities and other information as needed. The RCA will assist with compilation and analysis of data, CEQA documentation, and with preparation of Conservation Plans. The RCA will use Arc GIS and related mapping programs to create resource maps for Farm Bill programs. They will perform site visits and provide technical assistance as requested. The RCA will assist the DC and producers in documenting resource concerns for conservation plans. The RCA will work closely with the Farm Bill Assistant (FBA) in collecting producer information, ensuring customer eligibility, developing contracts and maintaining files as needed. They will provide the FBA with guidance on obligating contracts, compiling and filing documents, and managing contracts. The RCA will assist NRCS, MCRCD and partners with work to identify and address Mariposa County resource conservation concerns. This may include attending collaborative meetings, preparing informational materials, conducting outreach, planning events, setting up and participating in conferences and workshops, and performing other NRC S and MCRCD duties as needed.

This person must respect producer privacy and not discuss farm/ranching/operations/contracts/plans with outside persons without producer approval. A violation of this can cause immediate termination.

Duties and Responsibilities:
The Farm Bill Assistant (FBA) will work under the direction of the Natural Resources Conservation Service (NRCS) District Conservationist (DC). The FBA will collect and process applications for Farm Bill Environmental Quality Incentives Programs (EQIP). They will advise applicants about program and eligibility requirements, assist applicants with filling out applications, answer program questions, create applicant and contract files and create basic GIS planning maps. The FBA will compile documents needed for payment requests, review documentation for accuracy and compliance with agency requirements and specifications, and process payments. The FBA will assist the Resource Conservation Assistant with duties associated with new/current/past Farm Bill contracts. The FBA will establish and maintain NRCS files and applicant/producer records, including receiving and assembling program applications, and collecting and processing program eligibility information. The FBA will keep customer files, notes and procedural handbooks/manuals current and up to date. Resource conservation is the central goal of our small multiagency office. The employee will be expected to assist with planning and organizing conferences and workshops, and to attend collaborative meetings; workshops and other events along with additional MCRCD and NRCS tasks as needed.
