April 16, 2023 - Imperial County Sheriff's Office officials report that on Friday, April 14, 2023, members of the Imperial County Sheriff's Emergency Response Team (SERT) and the United States Imperial County Sheriff Office logoBorder Patrol Tactical Team (BORTAC) served a high-risk search warrant at a residence on the 600 Block of Foster Road in Winterhaven, California. This was in connection to a month’s long narcotics investigation by the Imperial County Sheriff's Border Crimes Suppression Team regarding the sale and distribution of methamphetamine and fentanyl at the location.

The investigation confirmed that methamphetamine and fentanyl were being sold and distributed at this residence. It was also learned that the subjects who frequented the residence were known to carry firearms and had violent histories. The Imperial County Sheriff’s Office Border Crimes Suppression Team took the necessary steps to serve this search warrant in the safest manner possible. There were no injuries to anyone during this operation. All subjects were detained and arrested without incident.

During the service of the search warrant, five subjects were detained, three of whom were later arrested. Narcotics and paraphernalia were located at the residence, along with a large amount of ammunition. The three subjects arrested were identified as 45-year-old Kenneth Meeden, 41-year-old Louis Garcia and 39-year-old Louis Roosevelt. Meeden was charged with transportation of a controlled substance, Garcia was arrested on a warrant for possession of a controlled substance and Roosevelt was arrested on a warrant for possession of a controlled substance. All three men are residents of Winterhaven. The other two individuals were released on their own recognizance.

The Imperial County Sheriff’s Office remains committed and dedicated to protecting the residents of our Communities by actively investigating the manufacturing, transportation and sales of methamphetamine and fentanyl.
