May 6, 2023 - Monterey County Sheriff's Office officials report that in August 2022, the Sheriff’s Office was contacted by a confidential victim who reported as a child they were raped by a male suspect. The Monterey County Sheriff's Office Investigations Division initiated an investigation to identify and locate the suspect. While conducting further investigation into the incident detectives identified a second confidential victim. Information developed during the investigations led detectives to determine Carlos Sandoval Valencia, a 35-year-old All Points resident, was the suspect in the crimes.

On May 3, 2023, Valencia was arrested by the Soledad Police Department on an unrelated investigation and charge. When detectives learned Valencia was in custody, they contacted him for an interview and obtained admissions from Valencia about his interactions with the victims. Valencia was placed under arrest for the charges noted above and booked into the Monterey County Jail.
