Sexual Assault Suspect Arrested
June 7, 2024 - Riverside County Sheriff's Office officials report that on May 29, 2024, about 5:00 p.m., deputies from the Moreno Valley Sheriff’s Station responded to a report of a subject exposing himself to a female near TownGate Memorial Park in the city of Moreno Valley. During that incident, the suspect rode a motorized scooter as he approached the victim. He exposed his genitals and grabbed at the victim prior to riding away on his scooter. Deputies checked the area and were unable to locate the suspect. On May 30, 2024, about 2:00 p.m., a similar incident was reported by a separate female victim in the area of Arbor Park Lane and Dracaea Avenue, Moreno Valley. Both victims described the suspect as a Hispanic male adult, medium build, and both victims provided a description of his scooter. Deputies again checked the area but were unable to locate him.

The Moreno Valley Sheriff’s Station Investigations Bureau was notified and assumed the investigation. Personnel from the Moreno Valley Sheriff's Station continued to search for the suspect and on June 4, 2024, about 2:00 p.m., a subject matching his description was located riding a motorized scooter in the area of Farragut Avenue and Elsworth Street, Moreno Valley. The subject was detained without incident and was later transported to the Moreno Valley Sheriff’s Station to be interviewed. During the course of the investigation, the subject was identified as Ruben Portillo Delgado, a 24-year-old resident of Moreno Valley and was determined to be the suspect of both incidents.
Delgado was also being sought by investigators for an incident they began investigating in January 2024, in which a child was sexually assaulted at a residence in the 12100 block of Indian Street, Moreno Valley. In this incident, Delgado was confronted by the victim’s family, and he immediately fled the area, his whereabouts were unknown.
Delgado was booked at the Robert Presley Detention Center on felony sexual assault charges and his bail was set at $1,000,000.
