Quality of Life Operation 

March 10, 2025 – Riverside County Sheriff's Office officials report that deputies assigned to the Lake Elsinore Robbery riverside county sheriff logoand Burglary Suppression Team (RBST) work closely with business owners, big box stores, as well as asset protection employees from multiple businesses to combat crimes related to petty theft, grand theft, and organized retail theft. Deputies assigned to RBST organized a theft suppression operation over a three-day period from March 5-7, 2025. Lake Elsinore Special Enforcement Team members, investigators, and deputies assigned to patrol assisted RBST, who teamed up with local asset protection and loss prevention employees from local businesses.

During these three days, 23 people were arrested on over 40 charges. All subjects contacted and arrested during this operation were booked into Cois Byrd Detention Center for various charges. Six people arrested qualified for Prop 36 felony charges related to prior theft and or drug-related offenses. During this operation, over $4,000 of merchandise was stolen and recovered. All property was returned to the victims.

The following individuals were contacted, arrested, and booked into CBDC for a variety of charges:

  • Joe Ortega, a 37-year-old resident of Perris, was charged with burglary and shoplifting.
  • Brian Roman-Penaloza, a 20-year-old resident of Perris, was arrested for an outstanding warrant.
  • Jasmine Perez, a 22-year-old resident of Perris, was arrested for an outstanding warrant.
  • Sadie Myers, a 30-year-old resident of Lake Elsinore, was arrested for six outstanding warrants and resisting arrest.
  • Esteban Hernandez, a 41-year-old resident of Lake Elsinore, was arrested for three outstanding warrants.
  • Christopher Manzo, a 58-year-old resident of Lake Elsinore, was arrested for four outstanding warrants.
  • Rosemarie Kerr, a 58-year-old resident of Lake Elsinore, was arrested for grand theft and petty theft with priors (Prop 36).
  • Leonard Price, a 30-year-old resident of Jurupa Valley, was arrested for shoplifting.
  • Cory Miller, a 21-year-old resident of Lake Elsinore, was arrested for two outstanding warrants.
  • Heidi Thaler, a 20-year-old resident of Lake Elsinore, was arrested for possession of drug paraphernalia.
  • Stephanie Hedman, a 36-year-old resident of Yorba Linda, was arrested for petty theft and theft with priors (Prop 36).
  • Ashley McBee, a 31-year-old resident of Lake Elsinore, was arrested for petty theft and an outstanding warrant.
  • Clarissa Waltman, a 41-year-old resident of Lake Elsinore, was arrested for five outstanding warrants.
  • Erick Santiago, a 28-year-old resident of Perris, was arrested for shoplifting.
  • Macario Lopez, a 49-year-old resident of Menifee, was arrested for a fugitive warrant out of Arizona.
  • Richard Staley, a 39-year-old resident of Lake Elsinore, was arrested for petty theft.
  • Carl Millsom, a 65-year-old resident of Lake Elsinore, was arrested for shoplifting and petty theft with priors (Prop 36).
  • Ariana Mejia, a 31-year-old resident of Moreno Valley, was arrested for shoplifting and petty theft with priors (Prop 36).
  • Jasmonae Cardin, a 30 -30-year-old resident of Wildomar, was arrested for shoplifting.
  • Kristen Tucker, a 43-year-old resident of Hemet, was arrested for shoplifting, conspiracy, possession of a dangerous drug, petty theft with priors, drug possession priors (both Prop 36), and three outstanding warrants.
  • Summer Sandell, a 28-year-old resident of Lake Elsinore, was arrested for an outstanding warrant.
  • Donald Loudermilk, a 47-year-old resident of Menifee, was arrested for commercial burglary, conspiracy, and petty theft with priors (Prop 36).
  • James Illies, a 32-year-old resident of Menifee, was arrested for a no-bail parole warrant.
