Multiple Gang Members Arrested for Graffiti Vandalism
April 6, 2025 – Ventura County Sheriff's Office officials report that a total of two adults and five juveniles 
were arrested for gang graffiti vandalism in a combined effort between the Ventura County Sheriff’s Office East County Special Enforcement Unit, Thousand Oaks Directed Enforcement Unit, Moorpark Special Enforcement Unit and Thousand Oaks Patrol Services.
In March of 2025, the City of Thousand Oaks experienced a rise in gang graffiti occurring between rival criminal street gangs. This graffiti encompassed multiple areas throughout the city, resulting in damage totaling over $5,000. The East County Special Enforcement Unit, in combined efforts with the Thousand Oaks Directed Enforcement Unit, Moorpark Special Enforcement Unit and Thousand Oaks Patrol Services, identified and arrested seven suspects on charges of 594(b)(2)(A) PC, Graffiti Vandalism and 186.22(d) PC, Participation in a Criminal Street Gang. Cesar Gonzalez and Joselin Lopez were booked into the Ventura County Pre-Trial Detention Facility, four juveniles were lodged into the Ventura County Juvenile Justice Facility, and one juvenile was released to parents with a written promise to appear in court.
The Thousand Oaks Police Department encourages citizens to immediately report suspicious people and vehicles by promptly calling 911 or our non-emergency line (805) 654-9511. If you see something, say something. The reporting party may remain anonymous. We also take a zero-tolerance stance against gang activity and encourage anyone who witnesses or is aware of gang activity to immediately notify us.
Graffiti Removal
The City of Thousand Oaks removes all graffiti in public areas. Residents are encouraged to report graffiti to our graffiti removal hotline by calling (805) 449-2488 or send an email to PublicWorksMSC@toaks.org. Please provide the following information: Address or street name and cross street of the incident. A detailed description will help crews locate the graffiti quickly. Structure type or object the graffiti is on. The City will also remove graffiti from private property that is visible from the City's public areas, free of charge upon request.
