Fraud Suspect Arrest 

May 5, 2025 – Riverside County Sheriff’s Office officials report that on May 1, 2025, at 11:31 a.m., deputies from the Riverside Sheriff’s Norco Station and Special Enforcement Team responded to the 2300 block of Kips Korner regarding a fraud investigation. The victim told deputies that an unknown suspect was posing as an Internal Revenue Service Officer and had extorted approximately $20,000 by fraudulently advising them that their financial accounts had been compromised. The suspect, who was later identified as Ziquan Ou, a 31-year-old resident of Arcadia, had again contacted the victim requesting additional funds. The victim agreed to pay the fines to Ou, who agreed to pick up the money from their residence.

During the investigation, Ou arrived at the victim’s residence while deputies were present and was taken into custody without incident. A search warrant was authored and served on Ou’s vehicle, where deputies recovered a firearm, narcotics, and multiple identification cards. Ou was booked into the Robert Presley Detention Center for numerous fraud related charges and possession of narcotics.
