June 1, 2025 – Ventura County Sheriff's Office officials report that during the month of May 2025, detectives with the Camarillo Special Enforcement Unit (SEU) began an investigation into a subject who was in possession of an un-registered firearm. Detectives later identified this subject as City of Oxnard resident, (S) Richard Madrid.

As a result of the investigation, SEU Detectives obtained a search warrant signed by a magistrate from the Ventura County Superior Court. The search warrant ordered detectives to search Madrid’s person, residence, vehicles, and property.

On May 29, 2025, at approximately 7:00 a.m. (0700 hours), detectives from SEU, the Camarillo Directed Enforcement Unit (DEU) and the Camarillo Bureau of Investigations served the search warrant at Madrid’s residence located in the 3000 Block of Hemlock Street in the City of Oxnard.

During the service of the search warrant detectives located an AR-15 assault rifle which had no serial numbers and was clearly self-manufactured; this is commonly referred to as a “Ghost Gun.” Additionally, detectives located an un-registered, AR-10 style rifle chambered in .308 Winchester. Detectives also located a Glock pistol with after-market attachments which classified this firearm as an assault weapon and short-barreled rifle. Lastly, detectives located other registered firearms, unregistered firearms, high-capacity magazines and ammunition.

Detectives subsequently arrested Madrid for the following crimes: California Penal Code Sections 27545 – [Unlawful Transfer of Firearm], 30605(a) – [Possession of an Assault Weapon], and 33215 – [Possession of a Short- Barreled Rifle].  Madrid was later transported and booked into the Ventura County Pre-Trial Detention Facility.

The term “Ghost Gun,” is used to describe firearms which lack serial numbers. Additionally, ghost guns can be transferred without the use of a federal firearms license dealer, which makes the firearms untraceable by law enforcement.

The term “short-barreled rifle,” is used in the California Penal Code to describe a rifle with a barrel length of less than 16 inches or an overall length of less than 26 inches.
