Organized Retail Theft Operation 

June 8, 2025 – Riverside County Sheriff’s Office officials report that on June 5, 2025, deputies assigned to the Perris Sheriff’s Station riverside county sheriff logoSpecial Enforcement Team and Burglary Robbery Suppression Team, in collaboration with Loss Prevention personnel, conducted a retail theft operation in the 1800 block of Perris Boulevard in the city of Perris. The operation was designed to proactively address retail theft and ensure the safety and well-being of both businesses and shoppers in the area. Throughout the operation, several individuals were observed stealing merchandise. Each suspect was apprehended and arrested without incident.

The following is a list of persons arrested during the operation:

Sheila Howard, 60-year-old resident of Perris, arrested for petty theft with priors.

Curtis Lanier, 36-year-old resident of Lake Elsinore, arrested for petty theft with priors and outstanding felony warrants.

Karen Springer, 56-year-old resident of Moreno Valley, arrested for petty theft and outstanding misdemeanor warrants for theft.

Ramona Tapia, 60-year-old resident of Moreno Valley, arrested for shoplifting.

Travon Freeman, 24-year-old resident of Perris, arrested for petty theft with priors.

Jordyn Fobbs, 22-year-old resident of San Jacinto, arrested for burglary and probation violation.

This effort highlights the Riverside Sheriff’s Office and the city of Perris’ continued commitment to addressing theft-related crimes that negatively impact our local businesses and community.

Retail theft operations like this are also supported by legislative efforts such as Proposition 36. It’s important to note that individuals who commit retail theft are subject to arrest and prosecution. Operations like this one are critical in addressing repeat offenders and deterring organized retail crime, while also working with the framework of existing laws to promote both accountability and rehabilitation where appropriate.
