Sex Registrant Compliance Enforcement
October 10, 2025 – Riverside County Sheriff’s Office officials report that on Wednesday, October 8, 2025, the Moreno 
Valley Sheriff’s Station Investigation Bureau, with the assistance of the California Department of Corrections and Rehabilitation parole and the Riverside County Probation Department, conducted sex registrant compliance checks in accordance with California Penal Code Section 290. The compliance checks were conducted in the city of Moreno Valley to ensure all registrants were following their sex offender registration requirements. In addition to confirming residency, offenders who were on probation or parole were also checked to verify they were complying with their court-ordered terms.
A total of 115 registrants were checked at 61 locations. During the enforcement, a total of 16 subjects were arrested for charges related to parole violations, probation violations, drug related offenses, and possession of child sexual abuse material (CSAM). All registrants were taken into custody without incident and booked at the Robert Presley Detention Center. The following are the names of the individuals arrested:

- Albert Harris 65-year-old resident of Moreno Valley Probation Violation
- Jermaine Wheeler 39-year-old resident of Moreno Valley Parole Violation
- Kevin Lang 40-year-old resident of Moreno Valley Parole Violation
- Mark Armijo 46-year-old resident of Moreno Valley Parole Violation
- James Watkins 43-year-old resident of Moreno Valley Parole Violation
- Gaylord McKenzie 47-year-old resident of Moreno Valley Parole Violation
- Dramon Harper 31-year-old resident of Moreno Valley Parole Violation
- Corey Richardson 34-year-old resident of Moreno Valley CSAM
- Shawn Alvarez 53-year-old resident of Moreno Valley Parole Violation
- Domingo Herrera 76-year-old resident of Moreno Valley Parole Violation
- Hunter Dotson 22-year-old resident of Moreno Valley Parole Violation
- Dennis Lucas 57-year-old resident of Moreno Valley Parole Violation
- Rashad Shabazz 48-year-old resident of Moreno Valley Drug charges
