Homeless Encampments in East County
November 28, 2025 – San Diego County Sheriff's Office officials report that on Wednesday, November 19, deputies from the
Sheriff's Homeless Assistance Resource Team (HART) conducted an operation in Spring Valley and Rancho San Diego in response to ongoing community complaints regarding unauthorized encampments and public nuisance issues.
Deputies had previously engaged with individuals experiencing homelessness in the area, offering access to a wide range of resources, including shelter, mental health services, and substance abuse treatment. Additionally, individuals were warned that camping on private property was not permitted.
During the operation, deputies arrested five people with outstanding warrants and issued 13 citations for different violations.
There were also reports of fires in a homeless encampment near dry brush. One arrest occurred at that encampment. The County of San Diego's Department of Public Works conducted a cleanup to reduce fire hazards.
Addressing community concerns about excessive trash and debris from motorhomes in a residential area, one vehicle was also towed.
The San Diego County Sheriff's Office remains committed to a balanced approach of outreach and enforcement, working closely with community partners to connect individuals in need with available services while addressing criminal activity that impacts public safety.
