Organized Retail Theft Operation 

September 13, 2026 – Riverside County Sheriff’s Office officials report that on September 11, 2026, deputies assigned to the Perris Sheriff’s Station Robbery Burglary Suppression and the Special Enforcement Team, in collaboration with loss prevention personnel, conducted a retail theft operation in the 3100 block of Case Road, in the city of Perris. The operation was designed to proactively address retail theft and ensure the safety and well-being of both businesses and shoppers in the area. Throughout the operation, several individuals were observed stealing merchandise. Each suspect was apprehended and arrested without incident.

The following is a list of persons arrested during the operation:

• Andy Cuong Huynh, 52-year-old resident of Moreno Valley, arrested for petty theft.
• Jenny Anderson, 65-year-old resident of Perris, arrested for petty theft and possession of narcotics.
• Jessica Donaldson, 40-year-old resident of Hemet, arrested for petty theft and a probation violation.
• Mark Clark, 60-year-old resident of Menifee, arrested for petty theft with priors and possession of narcotics.
• Moises Alvarez, 38-year-old resident of Perris, arrested for burglary, grand theft, conspiracy, and committing a felony while out on bail.
• Claudia Alvarez, 37-year-old resident of Perris, arrested for burglary, grand theft, and conspiracy.
• Jose Ruiz Lopez, 45-year-old resident of Menifee, arrested for evading and resisting arrest.

This effort highlights the Riverside County Sheriff’s Office and the city of Perris’ continued commitment to addressing theft-related crimes that negatively impact our local businesses and community.

Retail theft operations like this are also supported by legislative efforts such as Proposition 36. It’s important to note that individuals who commit retail theft are subject to arrest and prosecution. Operations like this one are critical in addressing repeat offenders and deterring organized retail crime, while also working with the framework of existing laws to promote both accountability and rehabilitation where appropriate.
