Suspect Arrested for Series of Rapes 

July 2, 2025 – Fresno County Sheriff's Office officials report that Cesar Flores, 55, of Fresno has been arrested and booked into the Fresno County Jail.  He faces numerous sexual assault charges committed against both adults and children.  His bail is set at $1.7 million.  If convicted, he faces a possible term of 264 years to life in state prison.

The arrest of Flores comes from a cold case investigation that focused on five rapes that occurred in both the city of Fresno and Fresno County between 2016 and 2021.  DNA technology was used to identify Flores as the likely suspect.  All of the female victims were not known to Flores; he approached them in public.

Chief Mindy Casto is hosting a joint press conference (video below) on Tuesday announcing the outcome of a multi-year-long investigation into a suspect involved in multiple cases of sexual assault related crimes. This cooperative investigation, involving many of our local, state, and federal law enforcement partners, has led to the arrest of the suspect involved, Cesar Flores.
