Mail Theft Suspects Arrested During Organized Retail Crime Detail
July 25, 2025 – Clovis Police officials report that officers held an Organized Retail Crime (ORC) proactive detail on July 23, 2025, as part of our enforcement efforts to prevent property crimes. During the detail, officers patrolled retail parking lots in both marked and unmarked department vehicles. The visibility of our patrol vehicles prevents crimes while officers in unmarked vehicles assist with surveillance.
During the detail, officers were called by Walmart who told them that known suspects were in the store, concealing items. Officers contacted the two adult suspects in the parking lot, and they were arrested without incident. Officers and detectives located multiple items of stolen mail, other fraudulent documents, illegal drugs, paraphernalia, and burglary tools during a search of the suspects and their car. The recovered stolen mail and a handmade postal service box key were turned over to the United States Postal Inspection Service for their investigation and follow up.
The suspects have been identified as 30-year-old Tina Delgado and 33-year-old David Heu. Both suspects were booked into Fresno County Jail on multiple charges. Heu was also arrested for a felony warrant and is already on probation for identity theft.
This proactive ORC detail was funded by a grant from the California Board of State and Community Corrections.
