October 20, 2025 - Gov. Gavin Newsom signed AB 720 (Rogers) into law on Friday, Oct. 10, 2025 — a milestone for California wineries and a meaningful win for Wine Institute and our members.

AB 720 establishes a new Estate Tasting Event Permit, allowing wineries to host educational tastings and experiences at locations on their property apart from their bonded winery premises and at non-adjacent vineyard locations they control. This new opportunity gives wineries greater flexibility to connect with consumers in authentic, responsible ways.

The bill also provides regulatory relief for CRV label compliance. It moves back the date by which wine containers need to have CRV indicia from July 1, 2025, to July 1, 2026. Additionally, the date by which wine containers that were already filled and bottled are permanently exempt from CRV labeling requirements has been pushed back from January 1, 2024, to July 1, 2025. Finally, the bill allows more flexibility with the use of QR codes for CRV compliance, specifically allowing for a half-inch height code.
