November 6, 2025 – Tulare County Sheriff’s Office officials announce that Detectives from the County Apprehension Team Tracking Criminals in Hiding (CATTCH) just added three fugitives to the Sheriff’s Top 10:

• Jose Federico Ruiz, 39, of Yakima, Washington and Woodlake, Calif., is wanted for the murder of Salvador Alvarado at the Texaco Market in Seville in 2010.
• Christian Luke Garcia, 27, of Porterville, is wanted for kidnapping, attempted murder, and a probation violation.
• Luis Lomeli, 20, of Orosi, is wanted for felony possession of a firearm.
