Two New Fugitives Added to Sheriff’s Top 10 – Do you know where they are? 

December 2, 2025 – Tulare County Sheriff’s Office officials report that detectives from the County Apprehension Team Tracking Criminals in Hiding (CATTCH) have added two fugitives to the Sheriff’s Top 10:

  • Jaime Arcadio Navarro, AKA Snoop, 34, of Lindsay, is wanted for arson, grand theft, and resisting arrest.
  • Raymond Garay, 28, of Poplar, is wanted for domestic violence and negligent discharge of a firearm.
