March 20, 2026 – Amador County District Attorneys Office officials report that on Tuesday, the Amador County ACDA Victoria MarquinaDistrict Attorney's Office announced a major development in the 2019 disappearance of Victoria Marquina, age 16, of Sutter Creek. Joshua Martinez has been indicted and charged by a grand jury with the murder of Victoria, in addition to other sexual offenses. Martinez, age 21 at the time of the disappearance, was in an unlawful dating relationship with Victoria. She was last seen in San Joaquin County.

Over the course of a lengthy investigation spearheaded by San Joaquin County District Attorney's Office Investigator Eduardo Rodriguez, supported by the Amador County District Attorney and the Amador County Sheriff's Office, evidence developed indicating that Victoria became the victim of a homicide outside of Amador County.

In February of this year, the Amador County District Attorney's Office authorized prosecution in San Joaquin County pursuant to Penal Code sections 781 and 784.7(a), based upon jurisdictional law. District Attorney Todd Riebe made Chief Assistant District Attorney Caitlin Casey and District Attorney Investigators available to assist with the presentation of the case to a criminal grand jury in Stockton, which returned a true bill of indictment.

District Attorney Riebe reflected on the importance of agency partnership in complex, multi-jurisdictional cases: “Victoria’s family has endured an unimaginable tragedy — the disappearance of a child under criminal circumstances. The involvement of multiple agencies and evidence spanning several counties has made this already devastating situation even more complex and painful for them over the years.

Our office remains committed to working alongside our partner agencies to pursue justice for victims from Amador County, no matter how long it takes or where that pursuit leads. Joshua Martinez will face prosecution for his crimes to the fullest extent of the law in our neighboring county, and we will continue to fully support that process.”

We commend and thank the San Joaquin County District Attorney's Office  and its Bureau of Investigations; the Amador County Sheriff's Office; and the California Department of Justice, particularly the Violent Crime Investigative Support Section, for their professionalism and diligence in working this investigation since 2019.
