May 2, 2026 - Washington, D.C. – On Friday, U.S. Senator Adam Schiff (D-Calif.) released the following statement after President Donald Trump notified Congress that the war in Iran has been “terminated.”

This comes after Senator Schiff forced a vote on his War Powers Resolution to withdraw U.S. forces as the statutory clock ran out on the President’s use of military force, consistent with the 60-day mark laid out in War Powers Act of 1973. 

The War Powers Act clearly states: “Within 60 calendar days after a report is submitted…the President shall terminate any use of United States Armed Forces…” 

“For 60 days, the President has used American military forces without the authorization of Congress, and now, in violation of the War Powers Act. 

“He has bombed Iran. He has blockaded their ports and international waterways. He has threatened annihilation of an entire civilization. He has driven up costs for every single American household. And he continues to do so.  

“This notification does nothing to negate the requirements of the War Powers Act that the President “shall terminate any use of United States Armed Forces.” Nor does the ceasefire, since the Navy is still being used to blockade Iranian ports in the Strait of Hormuz. Although the President may wish the law was otherwise, “any” means “any” and “shall” means “shall.” He started a war of choice and deployed thousands of servicemembers without approval of Congress nor the American people. And as those servicemembers remain overseas, we will continue to push the President to end this unconstitutional and unlawful use of our armed forces.  

“The letter of the law of the War Powers Act is clear. Our troops must come home. This war must end, and this letter changes nothing.” 

Background: Yesterday, Senator Schiff forced a vote in the Senate on his War Powers Resolution, asserting the statutory clock had ended on the President’s ongoing use of military force, consistent with the 60 days since the President notified Congress that we were war with Iran. Ahead of the vote, Schiff laid out the importance of the War Powers Act’s 60-day mark on the Senate floor. The vote failed.
