July 15, 2026 – Fresno County Sheriff's Office officials report that detectives with the Central California Internet Crimes Against Children (ICAC) Task Force arrested 26-year-old Keebtsim Txhim Christopher Xiong of Fresno. He was booked into the Fresno County Jail on charges of arranging to meet a minor for sexual purposes and possession / distribution of Child Sexual Abuse Material (CSAM). His bail was set at $100,000. He has since posted bond and been released from jail with a future court date.

Xiong served as an after-school tutor at Fresno High School. He was working for an outside company called California Teaching Fellows Foundation, which is contracted by the Fresno Unified School District. Due to this ongoing investigation, Xiong’s employer immediately placed him on administrative leave.

ICAC detectives began an investigation after receiving information that Xiong was inappropriately communicating with minors in a group chat hosted by the online app Discord. Preliminary evidence shows Xiong exchanged CSAM with the children and was making efforts to contact at least one of them in person.

Due to his position in the school district, detectives are concerned there may be more victims who have not reported similar incidents involving Keebtsim Xiong. If you have information to help with this investigation, please contact Detective Jonathan George at (559) 385-0852 or the Sheriff’s Dispatch Center at 559-600-3111. You may also contact Valley Crime Stoppers at (559) 498-7867, www.valleycrimestoppers.org. You will remain anonymous and may be eligible for a cash reward. Reference case #26-6201.

*ICAC is comprised of 68 federal, state and local law enforcement agencies spread throughout nine counties in the Central Valley. It is dedicated to protecting children online and investigating crimes committed against children, which are facilitated by the Internet and computer usage.
