November 6, 2026 – Turlock Police Department officials report that they are seeking the public’s assistance in identifying potential additional victims following the arrest of Jose Edilberto Garcia Andrade, 49 of Turlock, in connection with an investigation involving the alleged sexual abuse of a child under the age of 10.

On October 29, 2026, at approximately 4:30 p.m., Garcia Andrade was arrested after Officer Rios utilized TPD’s license plate reader (LPR) technology to locate a vehicle associated with him. Garcia Andrade had been identified as a suspect in the investigation and was subsequently booked into jail on multiple charges related to the alleged sexual abuse of a child.

“This is exactly why we invest in technology that helps our officers protect our community,” said Police Chief Jason Hedden. “Our license plate reader system helped an officer locate and arrest a suspect accused of a serious crime against a child. This technology is more than a tool for solving crimes. It helps us act quickly when it matters most.”

While an arrest has been made, detectives are continuing their investigation and working to determine whether additional victims may exist.

“We recognize how difficult it can be for victims of sexual abuse to come forward, especially children,” said Detective Higareda. “Our priority is their safety and well-being. If there are others who have been victimized, we want them to know they will be heard, taken seriously, and treated with compassion.”

Anyone who believes they may have been victimized by Garcia Andrade, or who has information about potential additional victims, is encouraged to contact Detective Higareda at (209) 668-6550.

To protect the privacy of the victim and the integrity of the ongoing investigation, no additional details will be released at this time.
