More than 1,000 compliance checks conducted statewide
Over 400 parole agents participated in annual operation
November 2, 2022 - SACRAMENTO – On Oct. 31, 2022, parole agents from the California Department of Corrections and Rehabilitation’s (CDCR) Division of Adult Parole Operations (DAPO) arrested 49 people across the state for violations related to failed compliance checks during Halloween night.
The arrests were part of the 29th annual Operation Boo, in which almost 400 parole agents, along with local law enforcement partners, conducted compliance checks on sex offenders currently on parole supervision who are not authorized to have contact with minors.
In total, parole agents conducted over 1,000 compliance checks and home visits across the state. As a result, 71 parolees were found out of compliance with their terms and conditions of parole, with 49 being arrested. For those arrested, they will face possible revocation or local charges in relation to parole violations.
During Halloween, state-supervised sex offenders who are not authorized to have contact with minors are ordered to abide by special conditions of parole on that night, including:
- A 5 p.m. to 5 a.m. curfew on Halloween night during which parolees must remain indoors
- All exterior lights of their homes must be turned off so that it looks as if no one is home, which discourages children from approaching
- No offering of Halloween candy and no Halloween decorations are allowed
- During the curfew, sex offender parolees can only open the door to respond to law enforcement who are verifying compliance
In addition to Operation Boo, parole agents monitor sex offender parolees in the community throughout the year. Parole agents and their law enforcement partners analyze patterns of behavior and monitor parolee’s whereabouts via their assigned GPS device. Agents also conduct periodic compliance sweeps, work with local law enforcement on Sexual Assault Felony Enforcement teams, respond to parole violations and make referrals for treatment services in the community.
