November 27, 2023 - Los Angeles - Los Angeles Police Department officials report the Department’s Force Investigation Division is investigating an Officer-LAPD logoInvolved Shooting of a dog that occurred in Northeast Division.

On November 21, 2023, around 11:07 p.m., Northeast Division uniformed officers responded to a Domestic Violence radio call.When the officers arrived, they received information that the witness, later identified as Franklin Monroy, had come home intoxicated, created a disturbance and was being attacked by their Pit Bull Terrier. Prior to entering the yard, a supervisor formulated a tactical plan to rescue Monroy.

The officers moved towards the back of the residence and saw Monroy on the ground being attacked by the dog. The officers deployed several 40mm less lethal launcher rounds and a fire extinguisher at the dog, which caused the dog to stop biting Monroy and retreat to another area of the yard. The officers then approached Monroy to move him to safety. During that process, the dog advanced toward the officers and climbed over Monroy. The dog continued to run toward the supervisor who was standing behind the officers, resulting in an Officer-Involved Animal Shooting.

The dog was struck by gunfire and died at scene. The Los Angeles County Animal Care & Control responded to the scene and transported the dog to a local shelter.

Monroy sustained non-life-threatening injuries caused by the dog and was treated at scene by the Los Angeles City Fire Department paramedics. Monroy was transported by rescue ambulance to a local hospital where he was listed in stable condition. No officers or other community members were injured during this incident.

Force Investigation Division investigators responded to the scene and are investigating this incident.
