December 6, 2023 - Ventura County Sheriff's Office officials report on December 5, 2023, the Ventura County Fentanyl and Overdose Crimes Units (VC ventura county sheriff logoFOCUS) concluded an investigation into Scott Macmillian who was involved in the sale of fentanyl to a Ventura County resident that resulted in a non-fatal drug overdose.
 
On November 16, 2023, deputies from the Moorpark Patrol Station responded to an unconscious subject at Don Cuco’s restaurant at 254 Los Angeles Avenue in Moorpark. They arrived at the location and contacted emergency medical personnel on scene who had administered Narcan to the victim and revived them from an opioid overdose.
 
VC FOCUS detectives began investigating the case and determined Scott Macmillian was responsible for furnishing the fentanyl to the victim which caused their overdose.
 
On December 5, 2023, detectives served a search warrant in the 1000 block of Feather Avenue in Thousand Oaks. During the service of the search warrant, numerous subjects barricaded themselves inside their rooms but were eventually contacted and detained. Detectives also uncovered an illegal marijuana cultivation operation.
 
Detectives seized 14 grams of fentanyl, 43 grams of methamphetamine, 45 grams of heroin, 24 counterfeit fentanyl pills, and 51 marijuana plants.  
 
Macmillian was arrested for 11352 HS- Sales of a Controlled Substance; Kyle Belding was arrested for 11351 HS- Possession for Sales of a Controlled Substance; Nickolas Oliver was arrested for outstanding warrants; Cameron Burn and Kaitlin Brodie were both arrested for 11550 HS- Under the Influence of a Controlled Substance. All subjects were booked into the Ventura County Pre-Trial Detention Facility. Macmillian remains in custody on $50,000 bail with his arraignment set for December 7, 2023.
 
Fentanyl is an extremely powerful synthetic opioid that is 100 times more potent than morphine and 50 times more potent than heroin. Just 2 Milligrams of fentanyl is considered to be a lethal dose of this deadly drug. The amount of fentanyl seized in this case had the potential to yield 7,000 fatal doses. According to the most recent statistics provided by the National Institute on Drug Abuse (NIDA), there were 111,355 overdose deaths in the United States in the 12-month period ending in April 2023. Drug overdoses have also become the leading cause of death in the United States for adults 18-46 years of age. Most of these overdose deaths were caused by fentanyl abuse.
 
VC FOCUS is a task force made up of all Ventura County regional law enforcement agencies and the Ventura County District Attorney’s Office. The primary mission of this partnership is to combat fentanyl related crimes and opioid overdoses by targeting the supply chain of individuals and criminal organizations responsible for the sales of these drugs into Ventura County. In addition, the task force works to identify new trends of abuse among the younger population and educate the community at large on the lethal danger of this epidemic.
 
VC FOCUS has partnered with Ventura County Behavioral Health as an active member of the County Opioid Abuse Suppression Taskforce (COAST) in a campaign to reduce overdoses and educate the public about the dangers of opioids and other drugs.
