Update: Officer Involved Shooting - 4S Commons Drive 

December 12, 2023 – San Diego County Sheriff’s Department officials report that on December 7, 2023, at about 10:00 p.m., san diego county sheriff department logothe San Diego Police Department (SDPD) received a report of a stolen vehicle, a prior domestic violence incident and an unserved Emergency Protection Order (EPO). Through their investigation, they received a suspect description and information that he was a felon and known to carry a firearm. Around 11:30 p.m., officers were able to locate the vehicle in the shopping plaza in the 10500 block of 4S Commons Drive in San Diego. This location was a short distance from the residence of the victim in the protective order signed by a judge.

Officers developed a plan to serve the suspect with the EPO. The suspect was inside the Ralph's store. Some officers attempted to contact him, but he ran out of the store. Other officers were outside of the store and in the parking lot. When he was outside of the store, the suspect turned and fired multiple rounds at officers and struck a sergeant in the head. Another round struck a police vehicle. The suspect's actions prompted three officers to discharge their firearms. Multiple rounds struck the suspect. He went to the ground and his loaded firearm was located near him. Additionally, a loaded magazine was found on him.

Officers rendered medical aid to the suspect and their partner. Both were then transported to separate hospitals by paramedics. The suspect was pronounced deceased at about 1:00 a.m. The Medical Examiner's Office conducted an autopsy. Their preliminary results were the cause of death was gunshot wounds and the manner was homicide. The suspect has been identified as 46-year-old Curtis Harris. Harris was a resident of San Diego.

The sergeant is in stable condition. The names of all officers involved are being withheld at this time. The investigation is ongoing.

Per the Countywide Memorandum of Understanding, the San Diego County Sheriff's Department Homicide Unit was called to the scene to conduct the officer-involved-shooting investigation.  At this stage of the investigation, the motivation and circumstances of the shooting are still under investigation. Detectives are currently gathering evidence, interviewing witnesses, and examining the circumstances surrounding the shooting.

The investigation and review process for officer-involved shootings are extremely thorough. When the Homicide Unit completes its investigation, it will be reviewed by the San Diego County District Attorney’s Office to determine if the officers bear any state criminal liability for their actions. The San Diego Police Department will conduct an administrative investigation into the officers’ discharge of their firearms.  The Commission on Police Practices (CPP) will conduct a review of the incident and provide any appropriate recommendations.
