Hit and Run Fatal Traffic Collision ** Update ** 

January 6, 2024 - Ventura County Sheriff's Office officials report that on December 9, 2023, at approximately 6:06 A.M., Thousand Oaks Patrol Deputies responded to a hit and run accident in the area of Janss Road and Windsor Drive.   When deputies arrived on scene, a male subject, later identified as Robert Paul Quiroz Jr, was located unresponsive on the north sidewalk of the intersection of Janss Road and Windsor Drive.  Ventura County Fire and medical professionals responded and attempted life saving measures.  Unfortunately, Quiroz did not survive his injuries.

Thousand Oaks Police Department Traffic Bureau investigators responded to the scene and located evidence that suggested the pedestrian was struck by a vehicle just east of the intersection of Janss Road and Windsor Drive. Evidence at the scene suggested the vehicle was traveling westbound on Janss Road, collided with the pedestrian near the intersection, fled westbound on Janss Road, and turned northbound onto Montgomery Road.

The Thousand Oaks Police Department Traffic Bureau conducted an extensive investigation into this hit and run crime that resulted in identifying the color, make, and model of a possible suspect vehicle.  On New Year’s Eve (12/31/2023), a member of the TOPD Traffic Bureau located the suspect vehicle in the City of Thousand Oaks.  Evidence was located that tied the vehicle to the crime.  Tracy Smith was identified as the driver of the vehicle at the time of the collision and she was arrested for hit and run.  Smith was booked into the Ventura County Main Jail for 20001(A) VC – Leaving the scene of a collision causing injury or death.

At this time, the Thousand Oaks PD Traffic Bureau would like to remind the public of their obligation to remain at the scene of any collision that involves an injury or death: no matter how small or severe. 

This investigation was successful through the cooperation and participation of the residents of Thousand Oaks.  Over 40 residents were contacted in the days after the collision; all were helpful and cooperative with our efforts to solve this crime. The Thousand Oaks Police Department appreciates the help and cooperation from the citizens of Thousand Oaks and as a biproduct, we become more successful in making this city safer together.

(a) The driver of a vehicle involved in an accident resulting in injury to a person, other than himself or herself, or in the death of a person shall immediately stop the vehicle at the scene of the accident and shall fulfill the requirements of Sections 20003 and 20004.

On 12/09/2023, at approximately 06:06 A.M., Thousand Oaks Deputies responded to the area of Janss Road and Windsor Drive reference a subject disturbing.  Several calls to Sheriff’s Dispatch advised there was a male running in the roadway and attempting to open doors of vehicles traveling in the area. An additional reporting party advised the male tried to open the door of his vehicle, before jumping into and out of the bed of his pick-up.  All reporting parties left the scene before the arrival of deputies.
 
When deputies arrived on scene, a male subject was located unresponsive on the north sidewalk of the intersection of Janss Road and Windsor Drive.  Ventura County Fire and Medical Professionals responded and attempted life saving measures. The male subject was declared deceased on scene.
 
Thousand Oaks Traffic Bureau Investigators responded to the scene and located evidence that suggested the male pedestrian was struck by a vehicle near the intersection, and the vehicle fled the scene of the collision. The evidence suggested the vehicle was traveling westbound on Janss Road in the number two lane, collided with the pedestrian near the intersection, fled westbound on Janss Road, and turned northbound onto Montgomery Road.
 
The name of the pedestrian will be held pending notification to his next-of-kin by the Ventura County Medical Examiner’s Office.
