May 14, 2024 – SUISUN CITY – California Department of Corrections and Rehabilitation (CDCR) officials are seeking a minimum-security incarcerated person who walked away CDCR James Xiongfrom Delta Conservation Camp in Solano County on Monday, May 13.

James Xiong, 36, was last seen at 7:00 a.m. during the breakfast meal. When Xiong failed to report for work at 9:00 a.m., camp staff immediately launched a search of the camp buildings and grounds. CDCR’s Office of Correctional Safety, CAL FIRE, and local law enforcement agencies have been notified and are assisting in the search.

Xiong is 5 feet, 9 inches tall and weighs 150 pounds. He has brown eyes and black hair. He was last seen wearing a gray sweatshirt and gray pants.

Xiong was received from Fresno County on March 3, 2015, to serve a six-year sentence for first-degree robbery and a three-year concurrent sentence for vehicle theft with a prior felony violation. He was released to parole supervision on Nov. 19, 2019. He was returned from parole on Sept. 19, 2022, with a new term from Nevada County. He was sentenced to six years for grand theft exceeding $950, a second-strike offense. In addition, he was sentenced by Kings County on Aug. 17, 2023, to one-year, four months for possessing/owning a firearm by a felon or addict, a second-strike offense.

Since 1977, 99 percent of all people who have left an adult institution, camp, or community-based program without permission have been apprehended.
