November 10, 2024 – Ventura County Sheriff's Office officials report that two Los Angeles County residents and two Oxnard residents suspected of stealing from the Camarillo Premium Outlet stores in Ventura County were arrested in separate incidents.
On October 30, 2024, VCORTTF Detectives responded to a theft that just occurred at the Camarillo Premium Outlets located in the 900 block of Camarillo Center Drive in Camarillo. Camarillo Outlets Security called to report two suspects who were seen concealing items inside one of the retail stores.
A quick and coordinated response by VCORTTF Detectives resulted in the identification and arrest of Cindy Portillo and Julian Rivera. Both Portillo and Rivera were seen walking into multiple stores with their 3-month-old baby in a stroller and concealing items. After returning to their vehicle, they were contacted by detectives and were found to be in possession of the suspected stolen merchandise. During a search of the vehicle, detectives found several hundred dollars’ worth of additional stolen property, including sunglasses and clothing. The estimated value of the recovered stolen property was approximately $1,000.00 dollars.
Additionally, during the arrest, detectives discovered Rivera was in possession of methamphetamine packaged for sales. In the vehicle, detectives located grams of marijuana and open containers of alcohol.
Portillo and Riveros were both booked at the Pre-Trial Detention Facility in Ventura on various charges related to organized retail theft, possession of stolen property, possession of burglary tools, possession of a controlled substance for sales, and child endangerment.
After the arrests of Portillo and Riveros, detectives continued their surveillance at the Camarillo Outlets and were able to identify additional unrelated theft suspects.
Detectives watched as Angel Herrera and Kyla Hernandez, both Oxnard residents, concealed items from various retailers in the Camarillo Premium Outlets. Detectives followed them to their vehicle and arrested them both for the thefts. Detectives found several hundred dollars’ worth of additional stolen clothing. The estimated value of the recovered stolen property was approximately $1,000.00 dollars.
Hernandez was found to have three outstanding felony warrants for identity theft and one misdemeanor warrant for shoplifting. Herrera was found to have two misdemeanor warrants for narcotics possession and being under the influence of narcotics.
Hernandez and Herrera were both booked at the Pre-Trial Detention Facility in Ventura on felony charges related to grand theft and possession of burglary tools and for their outstanding warrants.
The Ventura County Organized Retail Theft Task Force was formed after the Sheriff’s Office was awarded grant funding under the California Retail Theft Prevention Grant Program. This program formalizes a coordinated effort, overseen by the Sheriff’s Office, involving all law enforcement agencies in Ventura County to prevent and combat the estimated $10 million yearly loss from organized retail theft, vehicle/vehicle parts theft and cargo theft.
The task force is comprised of detectives from various agencies within Ventura County with the primary mission of combating organized retail theft, vehicle/vehicle parts theft and cargo theft which impact our businesses, citizens, and communities here in Ventura County. The task force aims to provide a safe environment for everyone while working hand in hand with retailers, law enforcement agencies and the public to identify, locate and arrest the criminals involved in these types of crimes.
