UPDATE - SDPD OIS – 300 Block of 31st Street, San Diego
April 10, 2025 – San Diego County Sheriff's Office officials report that on April 4, 2025, The San Diego Sheriff's 
Office investigated an officer involved shooting that occurred in the 300 block of 31st Street, in the city of San Diego.
At approximately 10:10 a.m., a citizen contacted a San Diego Police Sergeant who was patrolling the area. The witness informed the police sergeant they saw a Hispanic male adult, sitting inside a blue Ford Fusion, brandishing a black revolver at a person near the intersection of 31st Street and K Street. The sergeant broadcasted the information via the police radio and several officers responded to the area.
Officers located the vehicle with the subject sitting inside, along with a female companion. San Diego Police Officers conducted a high-risk vehicle stop and safely removed the female. The suspect refused to follow the officers' orders. Due to the nature of the call, SWAT officers, K-9, and less lethal resources were requested in an attempt to peacefully resolve the situation. San Diego Police Officers negotiated with the subject for approximately 40 minutes. At about 10:50 a.m., the male pointed what was believed to be a black revolver in the direction of the officers through the open driver side window. Five San Diego Police Officers and one San Diego Police Sergeant shot multiple rounds at the subject.
Officers removed the subject from the vehicle and began life saving measures. The subject was taken by paramedics to a local hospital. The male was struck multiple times and unfortunately, later succumbed to his injuries. The deceased was identified as 20-year-old, Kevin Garcia Gonzalez. Kevin Garcia Gonzalez resided in the city of San Diego.
Inside the vehicle Sheriff's Homicide Detectives recovered a B.B. gun that resembled a revolver.
No officers were injured in the incident. The officers who discharged their weapons have been identified as Officer Michael Hagen, Officer Diego Arellanes, Officer Ruben Berton, Acting Sergeant Zane Sisneros, Officer Fernando Fernandez, and Sergeant Edward Laurendeau.
Officer Hagen has been with the San Diego Police Department for five years and is assigned to patrol at the Central Division. Officer Arellanes has been with the San Diego Police Department for seven years and is assigned to patrol at the Central Division. Officer Berton has been with the San Diego Police Department for eight years and is assigned to patrol at the Southern Division and is a member of the SWAT team. Acting Sergeant Sisneros has been with the San Diego Police Department for ten years and has been assigned to patrol at the Central Division. Officer Fernandez has been with the San Diego Police Department for seven years and is currently assigned to the Southeastern Division and is a member of the SWAT team. Sergeant Laurendeau has been with the San Diego Police Department for 17 years and is currently assigned to the K9 unit.

Per the Countywide Memorandum of Understanding, the San Diego County Sheriff's Office Homicide Unit was called to the scene to conduct the officer-involved-shooting investigation. At this stage of the investigation, the motivation and circumstances of the shooting are still under investigation. Detectives are currently gathering evidence, interviewing witnesses, and examining the circumstances surrounding the shooting.
The investigation and review process for officer-involved shootings are extremely thorough. When the Homicide Unit completes its investigation, it will be reviewed by the San Diego County District Attorney’s Office to determine if the officers bear any criminal liability for their actions. The San Diego Police Department will conduct an administrative investigation into the officers' discharge of their firearms.
The Department of Justice was notified of the above incident and declined to respond. The Federal Bureau of Investigations and the United States Attorney’s Office will also be monitoring the investigation.
