Child Exploitation Arrest 

May 21, 2025 – Ventura County Sheriff's Office officials report that detectives with the East County Major Crimes Sexual Ventura County Sheriff logoAssault Unit arrested (S) Justin David Moreno for multiple felony violations involving the possession and distribution of Child Sexual Abuse Material (CSAM). The arrest was the result of a two-month long investigation into CyberTipline reports, involving multiple search warrants, and digital forensic examination.

Moreno was charged with violating California Penal Code sections 311.11(a) - Possession or Control of Child Pornography, 311.1 - Possession of Child Pornography and Offer to Distribute, and 311.2(c) - Distribution and Possession with Intent to Distribute Child Pornography to an Adult. The investigation was initiated after the National Center for Missing and Exploited Children (NCMEC) submitted multiple CyberTipline reports identifying CSAM transmissions linked to Moreno through a social messaging application.

Members of the East County Major Crimes Sexual Assault Unit, Thousand Oaks Directed Enforcement Unit, and Southern California High Technology Task Force served search warrants at Moreno’s residence and workplace.

On May 14, 2025, Moreno was arrested on the listed charges and booked into custody at the East Valley Jail. Bail was set at $50,000. He later posted bail and was released pending arraignment, which is scheduled for May 29, 2025, at 8:15 a.m. at the Ventura County Superior Court.
