Organized Retail Theft Operation
July 25, 2025 – Riverside County Sheriff’s Department officials report that on July 24, 2025, deputies assigned to
the Perris Sheriff’s Station Special Enforcement Team, Robbery Burglary Suppression Team, Perris Homeless Outreach Team, County Homeless Outreach Team, in collaboration with Loss Prevention personnel, conducted a retail theft operation at multiple retail store locations in the city of Perris. The operation was designed to proactively address retail theft and ensure the safety and well-being of both businesses and shoppers in the area. Throughout the operation, several individuals were observed stealing merchandise. Each suspect was apprehended and arrested without incident.
The following is a list of persons arrested during the operation:
- Michael Stratton, 39-year-old resident of Perris, arrested for petty theft with priors and probation violation.
- Tyana Roger, 43-year-old resident of Perris, arrested for petty theft with priors and two outstanding felony warrants.
- Cesar Ramirez-Ibarria, 30-year-old resident of Perris, arrested for petty theft.
- Jesus Escobedo, 43-year-old resident of Nuevo, arrested for theft by false pretenses and conspiracy.
- Cesar Perez-Dominguez, 41-year-old resident of Perris, arrested for conspiracy.
- Alonzo Lucas, 56-year-old resident of San Bernardino, arrested for grand theft and theft with priors.
This effort highlights the Riverside County Sheriff’s Office and the city of Perris continued commitment to addressing theft-related crimes that negatively impact our local businesses and community.
Retail theft operations like this are also supported by legislative efforts such as Proposition 36. It’s important to note that individuals who commit retail theft are subject to arrest and prosecution. Operations like this one are critical in addressing repeat offenders and deterring organized retail crime, while also working with the framework of existing laws to promote both accountability and rehabilitation where appropriate.
