Officer-Involved Shooting in Southwest Division
**The following information is based on a preliminary and ongoing investigation, which continues to evolve as investigators interview witnesses, review physical and electronic records, and analyze forensic evidence. August 26, 2025 – Los Angeles, CA – Los Angeles Police Department officials report that the(LAPD) Force Investigation Division is investigating an Officer-Involved Shooting (OIS) that occurred in Southwest Division.
On August 23, 2025, at around 1:10 p.m., Southwest Division uniformed officers responded to a radio call of an “Assault with a Deadly Weapon ambulance shooting,” at a residence located in the 2300 block of West 23rd Street. The comments of the call stated that the victim, a 90-year-old male, was down in front of the house.
Upon arrival, officers observed the victim on the ground and began to approach when they saw the suspect, later identified as 40-year-old Andrew Smith, present himself from inside the residence. Smith fired at the officers and an Officer-Involved Shooting (OIS) occurred. Smith retreated out of sight into the residence and officers immediately established a perimeter, requesting assistance from Metropolitan Division Special Weapons and Tactics (SWAT).
Upon arrival, SWAT personnel, along with the Los Angeles Fire Department’s Tactical Emergency Medical Support (TEMS) unit, conducted a rescue operation and moved the victim to safety. TEMS personnel pronounced the victim deceased from apparent stab wounds.
After a prolonged stand-off with Smith failing to surrender, SWAT element members entered the residence and located him in a second-floor bedroom where he was taken into custody without further incident.
Los Angeles Fire Department personnel transported Smith to a local hospital. He was treated for numerous self-inflicted stab wounds, lacerations and is currently listed in critical but stable condition. Smith was not struck by gunfire.
No officers or other community members were injured as a result of this incident.
On Monday, August 25, 2025, the Chief of Police authorized the release of the officer’s name who was involved in an Officer-Involved Shooting that occurred in Rampart Area. The involved officer has been identified as Rampart Area Police Officer II Ivan Ibarra, Serial No. 37639.
A loaded 9mm Assault Rifle style semi-automatic pistol, three high-capacity magazines, a large folding knife and two large, fixed blade knives were recovered from inside the residence and booked as evidence.
Force Investigation Division (FID) investigators along with Robbery Homicide Division (RHD) South Bureau investigators responded to the scene and are investigating this incident.
