Arrest for Possession with Intent to Sell Narcotics
September 27, 2025 – Ventura County Sheriff's Office officials report that in July 2025, detectives from the Thousand Oaks Directed Enforcement Unit (DEU) launched an investigation into Arcenio Zuniga-Moncada. During the investigation, detectives discovered that Zuniga-Moncada was selling controlled substances to juveniles and residents in Thousand Oaks.
On September 24, 2025, DEU detectives contacted and arrested Zuniga-Moncada. During the arrest, detectives recovered a quantity of controlled substances packaged for sale, along with evidence further supporting the sales of narcotics.
Zuniga-Moncada was booked at the Ventura County Pre-Trial Detention Facility for the following charges:
HS 11361 – Selling Marijuana to a Minor
HS 11378 – Possession of Controlled Substances for Sale
He remains in custody at the Ventura County Main Jail with bail set at $65,000.
Selling marijuana to juveniles poses serious dangers beyond just being illegal. Since adolescent brains are still developing, marijuana use during these crucial years can harm memory, attention, and decision-making. It also raises the risk of dependency and mental health problems such as anxiety or depression. Early access to controlled substances may also make drug use seem normal, increasing the likelihood of trying other illicit drugs and creating long-term safety issues. Besides the health effects, selling marijuana to juveniles fuels a cycle of addiction, poor school performance, and delinquent behavior that hurts families and the community as a whole.
