October 21, 2025 – Yuba City Police Department officials report that on September 5, 2025, Officers Bisland and Mansel responded to a call regarding a woman threatening to jump from the 5th Street Bridge.

When they arrived on the bridge, Officers Bisland and Mansel quickly recognized the woman was in crisis and had self-inflicted injuries. As they attempted to talk with her, she suddenly ran toward the bridge railing and began climbing over the edge.

Without hesitation, and with complete disregard for their own safety, Officers Bisland and Mansel rushed forward, grabbing her just as she began to go over the side. Their quick thinking and courage prevented what would have been a tragic outcome.

We are extremely proud of the compassion, professionalism, and bravery these officers displayed throughout this stressful situation. Officers Bisland and Mansel’s actions truly embody the highest standards of law enforcement service.

For their actions, (pictured l-r) Officers Bisland and Mansel were awarded the Yuba City Police Department’s Life Saving Award.
