December 2, 2025 – Ventura County Sheriff’s Office officials report that on November 11, 2025,
Ventura County Sheriff’s deputies from the Ojai Police Station responded to the 1900 Block of Tiara Drive, in reference to a theft from a vehicle.
Upon arrival, deputies contacted the victim and learned the victim’s purse, containing credit cards and a key fob, had been stolen from the victim’s unlocked vehicle, which had been parked in the victim’s driveway. The victim’s credit cards had then been fraudulently used at multiple locations in Ventura and Santa Barbara counties.
Through various investigative methods, Ojai detectives identified the suspects from the theft from the vehicle, and the subsequent fraudulent use of the credit cards, as (S) Justin Orth and (S) Arianna Ceja. Detectives determined there was probable cause to arrest Orth and Ceja for California Penal Codes 530.5(a) – Felony Unauthorized Use of Personal Identifying Information of Another, 530.5(c)(2) – Felony Identity Theft – Possession of Personal Identifying Information With a Prior Conviction, 484(a) – Misdemeanor Petty Theft, and 182(a)(1) – Felony Conspiracy to Commit a Crime.
On 11-23-2025, Orth was arrested by the Oxnard Police Department on unrelated charges. Orth was supplementally booked for the above-mentioned charges. Orth posted bail and was released from custody.
On 11-29-2025, Thousand Oaks Patrol deputies contacted Ceja in the 2700 Block of Teller Road, in Newbury Park and learned she and Orth were staying in a nearby hotel. Ceja was arrested for the above-mentioned charges. Deputies learned Orth had an outstanding warrant from Santa Barbara County. Deputies contacted Orth at the hotel and arrested him for the warrant. During the arrest, deputies located further evidence of identity theft. Orth and Ceja were arrested for additional identity theft related crimes and booked at the Pre-Trial Detention Facility.
The Ventura County Sheriff’s Office would like to remind members of the public of several methods to prevent this type of crime: Ensure your cars are locked, do not leave valuables in vehicles, park in well-lit areas, do not leave key fobs in vehicles, and report all suspicious activity to the Ventura County Sheriff’s Office Dispatch as 805-654-9511.
