Update - SDPD OIS – 2900 Block of Balboa Drive, in San Diego
December 20, 2025 – San Diego County Sheriff’s Office officials report that the Homicide Unit responded to an 
officer‑involved shooting that occurred on the afternoon of December 16, 2025, in Balboa Park in the city of San Diego.
At approximately 4:00 p.m., San Diego Police Department officers attempted to contact an adult male who was riding a bicycle in the 2900 block of Balboa Drive. The individual fled from officers, first on the bicycle and then on foot. Two officers pursued him through the park and onto a nearby hillside.
During the pursuit, the male turned toward the officers and fired one round from a firearm. In immediate response, one San Diego Police Officer discharged multiple rounds, striking the suspect.
Officers immediately rendered medical aid and requested paramedics. The suspect was transported to a local hospital, where he was treated for serious but non‑life‑threatening injuries.
No San Diego Police Department officers were injured during the incident. A firearm was recovered at the scene.
The suspect has been identified as 54‑year‑old Allen Baker, a resident of San Diego. Baker has been formally charged with Attempted Murder of a Peace Officer, Felon in Possession of a Firearm, and Assault on a Peace Officer with a Semiautomatic Firearm. These charges include a 20‑year prison enhancement.
Homicide investigators have also confirmed that Mr. Baker has two extraditable out‑of‑state felony warrants, both related to narcotics offenses.
The officer who discharged his weapon has been identified as Kellan Taeatafa-De La Rosa. Officer Taeatafa-De La Rosa has been with the San Diego Police Department for approximately five years and is currently assigned to patrol at the Central Division.

Per the Countywide Memorandum of Understanding, the San Diego County Sheriff's Office Homicide Unit was called to the scene to conduct the officer-involved-shooting investigation. At this stage of the investigation, the motivation and circumstances of the shooting are still under investigation. Detectives are currently gathering evidence, interviewing witnesses, and examining the circumstances surrounding the shooting.
The investigation and review process for officer-involved shootings are extremely thorough. When the Homicide Unit completes its investigation, it will be reviewed by the San Diego County District Attorney’s Office to determine if the officer bears any criminal liability for his actions. The San Diego Police Department will conduct an administrative investigation into the officer's discharge of his firearm.
The Federal Bureau of Investigations and the United States Attorney’s Office will also be monitoring the investigation.
