Six Felony Prop 36 Arrests Made During Second Day of Retail Theft Operation
December 21, 2025 – Sacramento County Sheriff’s Office officials report that the Organized Retail Crime Task Force
continued its multi-day enforcement operation on Wednesday afternoon.
Day Two took place at the Howe ’Bout Arden Shopping Center, targeting retail locations including Nike, Ulta, Nordstrom Rack, and Burlington Coat Factory, and was conducted with the assistance of the Elk Grove Police Department. Deputies and Officers were deployed for only a few hours, yet still made 8 arrests, including 6 felony Proposition 36 qualified arrests.

One of the arrested individuals was a juvenile. The adults arrested during the operation were:
Christopher Vaughn, 33 years old (Proposition 36)
Jahmar Weber, 43 years old (Proposition 36)
Christopher Buley, 24 years old (Proposition 36)
Michael Caddick, 55 years old (Proposition 36)
Moneeta Kumar, 48 years old (Proposition 36)
Nancy Waraich, 45 years old (Proposition 36)
Jason Klein, 41 years old

The Sacramento County Sheriff’s Office will continue Organized Retail Crime enforcement operations throughout the week.
