Man Arrested for Lewd Crimes Against a Child - Detectives Seek Additional Unreported Victims
February 19, 2026 – Sacramento County Sheriff’s Office officials report that in June of 2025, a father called the
Sheriff’s Office to report that his 13-year-old daughter had been sexually assaulted by 23-year-old Rafael Flores, Jr. The minor was later interviewed by a Forensic Interview Specialist at the Sacramento SAFE Center and disclosed that Flores had contacted her via Instagram and Snapchat. Flores began sending inappropriate images to the minor, as well as asking her to send him lewd material.
Flores convinced the minor to meet at a hotel room in the Sacramento County, where he sexually assaulted her. Child Abuse Bureau Detectives led the investigation and obtained multiple search warrants for Flores’ social media, which revealed he had been in contact with multiple minors not only in Sacramento County but within neighboring counties.
Detectives obtained an arrest warrant for Flores for five counts of Lewd or Lascivious Acts with a Child Under 14, one count of Distribution or Exhibition of Lewd Material to Minors, and one count of Harmful Matter Sent with Intent to Seduce a Minor.
Detectives from the Major Crimes Bureau located and arrested Flores on February 4, 2026, and booked him at the Sacramento County Main Jail. Flores’ bail was set at $500,000.
Detectives believe there are additional victims who have not yet reported their abuse and are asking for the public’s assistance. Anyone with information regarding possible victims is urged to contact the Sheriff’s Office Child Abuse Bureau at (916) 875-5191 or childabuse@sacsheriff.com.
