We understand the questions of why an arrest has not been made.

Based on the evidence currently available, an immediate arrest would likely result in a misdemeanor state charge. Under current California law, that would mean, in all practical terms, that the offender would be released within hours on his own recognizance (without bail), while the investigation is still in its early stages. That outcome does not enhance public safety, and would not allow Detectives the time needed to fully identify victims, collect additional evidence, and build a case that reflects the seriousness of the conduct being investigated.

The process in which these investigations are conducted is very unique to these types of crimes. While in most other crimes, we are more accustomed to using probable cause to effect a rather immediate arrest; but these investigations run much differently. Digital evidence in these cases is extensive and time-consuming. Detectives must analyze phones, computers, tablets, and other devices, often reviewing thousands of images, videos, and files. This level of thoroughness is not optional; it is the burden of proof prosecutors require from our Detectives to meet the necessary threshold of bringing charges forward.

In most cases like this, we would not publicly release any information during an active investigation. However, due to Willer’s position as a teacher and youth coach, and his access to minors, ICAC Detectives have a heightened concern that there may be additional victims who have not yet been identified or reported. Releasing this information is a deliberate step to protect the community and encourage anyone who may have had contact with him, or who may have information, to come forward.


Public Safety Alert: ICAC Investigators Seek Potential Victims in Woodland Case 

May 2, 2026 – Sacramento County Sheriff's Office officials report that detectives assigned to the Sacramento Valley Internet Crimes Sac SO sex offender WillerAgainst Children (ICAC) Task Force are asking for the public’s help in identifying potential victims connected to an ongoing investigation involving 41-year-old Kurt Willer of Woodland.

On April 30, 2026, Detectives served a residential search warrant at Willer’s home after developing information that he may be in possession of Child Sexual Abuse Material (CSAM). During the search, Detectives located additional evidence indicating Willer may have also been attempting to groom underage females. At this time, those potential victims have not yet been identified.

Based on the evidence collected, Detectives learned that Willer is currently a substitute teacher at Woodland High School, where he has worked since the beginning of the school year. Detectives have been notified that Willer is currently on paid administrative leave pending the complete investigation.

Detectives have also determined that he has been involved as a coach with local youth sports teams. Due to these roles, Detectives believe there may be individuals who have had inappropriate contact with him and may not yet be identified.

Willer has not yet been arrested at this time, as the investigation remains active and ongoing. Detectives are still concerned that additional juveniles may have had inappropriate or suspicious contact with Willer and are urging parents and guardians to speak with their children about any potential interactions with him.
