August 6, 2026 – Riverside County Sheriff's Office officials report that on Wednesday, August 5, 2026, members of the Perris
Station’s Investigation Bureau, Special Enforcement Team, and Traffic Team, in collaboration with State Parole and Riverside County Probation, conducted a sex offender parole and probation compliance check at multiple locations within the Perris area. Compliance checks were conducted at 32 locations involving 45 registrants to ensure all registrants were following their sex offender registration requirements.
During the operation, the following four subjects were arrested and booked into the Cois Byrd Detention Center.
Kauel Evans, a 36-year-old resident of Perris, was arrested for violation of parole terms.
Phillip McKeehan, a 54-year-old resident of Perris, was arrested for violation of parole terms.
Steven Hester, a 64-year-old resident of Perris, was arrested for violation of parole terms.
Edgardo Ramirez, a 33-year-old resident of Perris, was arrested for violation of post-release community supervision terms and possession of methamphetamine.
The Riverside County Sheriff’s Office aggressively pursues prosecution of those sex registrants who fail to comply with their registration requirements. The Perris Sheriff’s Station will be conducting similar sweeps on a regular basis to verify that registered sex offenders are living at their reported residences pursuant to California Penal Code Section 290.
