November 7, 2017 - SACRAMENTO, Calif. - "Congressional Republicans' newest legislation to undermine the Affordable Care Act would provide temporary funding for the Cost Sharing Reduction payments in the ACA, but at a terrible cost to health insurance markets and women's access to reproductive health care services. This is not a price worth paying for CSR payments.
This new Republican bill would prevent enforcement of the individual mandate, which will further destabilize health insurance markets.
More health insurers will depart markets because of the uncertainty they face as to the risk pool without the individual mandate.
The bill also would exclude abortion coverage from the plans sold in the health insurance exchanges.
The Affordable Care Act, which has brought health insurance coverage to millions of uninsured Americans, is being dismantled and sabotaged by President Trump and Congressional Republicans.
President Trump's refusal to make CSR payments has already resulted in health insurer departures and increased premiums.
This latest proposal to eliminate the individual mandate for multiple years, will further destabilize the market, leaving many more Americans without coverage options.
Prohibiting health insurance coverage for abortion in Exchange plans is yet another cynical attempt by Congressional Republicans to deny women access to constitutionally protected reproductive health care services and must be defeated.
It is also contrary to California's constitutionally and statutorily protected right to reproductive health care.
If this bill passes and is signed into law as is, we will not hesitate to bring a legal action challenging the denial of access to reproductive health care." Insurance Commissioner Dave Jones
