Hearing to consider an appeal of the Planning Commission’s decision to approve the application of Bob Shockley for a Conditional Use Permit (CUP #2017-028) to allow a gas station/mini mart.  The property is owned by Roger Guthrie and is located on the north side of Avenue 12 at its intersection with Kensington Drive (no address available), Madera.  The property is zoned CRM/MHA (Commercial, Rural, Median/Manufactured Housing Architectural Review Overlayed) District.  A draft Mitigated Negative Declaration (MND #2017-38) has been prepared concerning the proposed project in compliance with provisions of the California Environmental Quality Act (CEQA) and is available together with the Initial Study for public review at the Madera County Planning Department.  Size:  0.98 acre.  APN:  049-216-019.

Hearing to amend the General Plan pursuant to Section 65358 of the Government Code (GP #2017-002).  Russ Shaw and the Golden Valley Unified School District have requested a General Plan Text Change to amend the Road Classification of Avenue 12 from Road 35 to Road 36 from Limited Expressway to Arterial.  This project is exempt pursuant to Section 15301 of the California Environmental Quality Act (CEQA) and is available for public review at the Madera County Community and Economic Development Department - Planning Division.

1.              Consideration to adopt a Resolution approving an Amendment to MCC No. 10478-C-2015, Second Amended Revolving Loan Fund Promissory Note and Second Amendment to Revolving Loan Fund Agreement with the North Fork Community Council and authorizing the Chairman to execute it and related documents, including Reconveyances for 3 lots in escrow.

2.              Consideration of entering into an Amendment to MCC No. 10478-C-2015 with the North Fork Community Council, for the Second Amended Revolving Loan Fund Promissory Note and Second Amendment to Revolving Loan Fund Agreement.

Animal Shelter & Adoption Services to the City of Madera.

Direction to staff to discontinue Animal Shelter & Adoption Services to the City of Madera due to unpaid charges in the amount of $175,000.00.

Authorize services to be restored to the City once the past due amount is paid in full and an agreement is signed by the City for 2018-19 services in the amount of $511,620.00 based on their updated fair share of costs.

Discussion and consideration of approval to amend the Classification Plan for the District Attorney's Office, effective April 1, 2018, with direction to:

1.              Add the class of District Attorney Administrative Specialist.

2.              Set the salary range for District Attorney Administrative Specialist as follows:

•              Range 182 (CB2 1214), $3,084 - $3,749 per month ($37,012 - $44,989 annually, $17.79 - $21.63 per hour).

3.              Designate the District Attorney Administrative Specialist class as overtime eligible, pursuant to the Fair Labor Standards Act.

4.              Allocate the District Attorney Administrative Specialist class to the Clerical Unit for bargaining purposes. 

5.              Direct the Human Resources/Operations Division of County Administration to amend the Position Allocation within Org Key #03510 as follows:

a.              Reduce the Program Assistant I/II/Sr or Legal Secretary I/II allocation by 1.0 FTE position (decrease from 9.2 FTE to 8.2 FTE positions).

b.              Add 1.0 FTE position and allocate it to the class of District Attorney Administrative Specialist.

Discussion and consideration of approval to amend the Classification Plan for the Office of Information Technology, effective April 1, 2018, with direction to:

1.              Add the class of Geographical Information System (GIS) Manager.

2.              Set the salary range for Geographical Information System (GIS) Manager as follows:

•              Range 331 (MB2 0115), $6,549 - $7,961 per month ($78,599 - $95,537 annually, $37.78 - $45.93 per hour).

3.              Designate the Geographical Information System (GIS) Manager class as overtime exempt, pursuant to the Fair Labor Standards Act.

4.              Allocate the Geographical Information System (GIS) Manager class to the Mid-Management Unit for bargaining purposes.

5.              Direct the Human Resources/Operations Division of County Administration to amend the Position Allocation within Org Key #00240 as follows:

a.              Add 1.0 FTE and allocate it to the class of Geographical Information System (GIS) Manager.

Discussion and consideration of approval for temporary additional compensation in the amount of 2.5% for an existing Juvenile Detention Officer III to oversee a special project within the Juvenile Detention Facility, effective March 1, 2018.

Establishment of Public Finance Authority - Riverstone.

1.              Discussion and consideration to adopt a Resolution establishing a Public Financing Authority (PFA) for the proposed Riverstone Enhanced Infrastructure Financing District (EIFD).
