Conference with Labor Negotiators, pursuant to Government Code Section 54957.6, County Negotiators: Adrienne Calip and Ken Caves, Employee Organization: All Units

Consideration of approval to set the time and date for hearing of objections to assessment of lands by the Assessor of the Chowchilla Water District, for Fiscal Year 2018-2019. Set the Public Hearing for June 19th, 2018 at 11:00 A.M.

Consideration of approval to reaffirm Resolution No. 2015-101, declaring a local emergency due to the tree mortality disaster that exists in the County and throughout the State.

Consideration of approval to reaffirm Resolution No. 2015-087, proclaiming a local emergency created by the severe drought conditions that exist in the County and throughout the State.

Consideration of entering into funding (State Agreement No. 4600012413) with the State of California, California Natural Resources Agency, Department of Water Resources (DWR), for a maximum funding amount of $573,650.00, for the Avenue 14 Water Line Extension Project; and authorizing the Environmental Health Deputy Director to sign the Agreement and execute all task deemed necessary to carry out the term of the agreement.

Consideration of entering into an agreement with MUSD Adult School for administering and testing of Hi-Set examinations conducted at the Madera County Department of Corrections, beginning  July 1, 2018 through June 30, 2019.

Consideration of entering into an agreement with Madera Unified School District (MUSD), for the Adult School Program to provide education programs to inmates at the Madera County Jail, for FY 2018-2019.  

Consideration of approval to adopt a Resolution approving a Medi-Cal inmate Program Agreement with the State of California (Agreement No. 18-95045), Department of Health Care Services (DHCS) and authorizing the Chairman to execute the agreement and such other documents as may be required by DHCS.

Consideration of entering into an Amendment to MCC No. 8854B-C-2015 with Oberti-Alessini Rentals, to extend the lease term for Real Property located at 629 East Yosemite Avenue, Madera, for the Department of Social Services, to April 30, 2019, and then continue on a month-to-month basis for a period not to exceed twelve (12) months.

Consideration of entering into an amendment to MCC NO. 8261B-C-2016, with Flipside Christian Church for property located at 37167 Avenue 12, Unit 4C, Madera, CA for continued use as the Madera Ranchos Branch Library.

Madera County Arts Authority.

1.              Consideration of approval to ratify appointments of a representative (Supervisor Robert Poythress), a first alternate (Supervisor Max Rodriguez), and a second alternate (Supervisor Brett Frazier) to serve as a Board Director for the Madera County Arts Authority.

2.              Consideration of approval to ratify an Agreement and consent to joint representation related to the Madera County Arts Authority.

Consideration of approval to adopt a Resolution certifying the County Maintained Road Mileage Report for year ending December 31, 2017.

Consideration of approval to adopt a Resolution Summarily Vacating Portions of Right-of-Ways on Road 29 and Golden State Boulevard, pursuant to the provisions of the "Public Streets, Highways, and Service Easements Vacation Law" (Sections 8330 to 8363 of the Streets and Highways Code).

Workforce Development Board Appointments:

1.              Consideration of approval to reappoint Ivan Otamendi, Private Sector, to the Workforce Development Board (WDB) for an additional three year term to expire on May 12, 2021.

2.              Consideration of approval to reappoint Les Taylor, Private Sector, to the WDB for an additional three year term to expire on May 12, 2021.

3.              Consideration of approval to reappoint Bobby Kahn, Madera County EDC, to the WDB for an additional three year term to expire on July 30, 2021.

Purchase of Real Property at APN: 049-219-013, for the Madera County Library and Sheriff’s Office.

1.              Discussion and consideration to adopt a Resolution approving a Purchase Agreement with Hurscoe, LLC, in the amount of $1,600,000.00, for purchase of Real Property located at APN: 049-219-013 for the Madera County Library Department and Sheriff’s Office Substation and authorizing the County Administrative Officer to sign Purchase Agreement and any related documents.

2.              Discussion and consideration of approval of Receipt of Unanticipated Revenue No. 17-092, in the amount of $978,407.00, derived from Discretionary Revenues-Property Tax to be appropriated to Special Payments-Operating Transfer Out-Capital Project, for Fiscal Year 2017-2018.  4 Votes Required

3.              Discussion and consideration of approval of Transfer of Appropriations No.17-092, in the amount of $621,593.00, transfer from Appropriations for Contingencies-General to Special Payments-Operating Transfer Out-Capital Project, for Fiscal Year 2017-2018.  4 Votes Required

4.              Discussion and consideration of approval of Receipt of Unanticipated Revenue No.17-098, in the total amount of $1,600,000.00, derived from Ranchos Library Sheriff Project-Operating Transfer In, to be appropriated to Fixed Assets - Land, for Fiscal Year 2017-2018.  4 Votes Required

Discussion and consideration of approval to authorize a specific exemption to the Hazardous Material Business Plan (HMBP) program for agricultural handlers.

Discussion and consideration to adopt a Resolution approving on behalf of the County of Madera and the Madera County Flood Control and Water Conservation Agency the Pass-Through Payment Subordination Request from the Successor Agency to the City of Madera Redevelopment Agency.

Discussion and consideration to adopt and sign a letter from the Board of Supervisors certifying that the Madera County Fire Department will maintain their staffing levels and incur no lay-offs during the 3-year period of performance of the FEMA SAFER grant, should it be awarded.
