Consideration of entering into Cooperative Agreement No. 18-0248-000-SA, with the California Department of Food and Agriculture (CDFA), in the amount of $5,548.00, for the Nursery Inspection program for Fiscal Year 2018-2019, and authorize the Chairman to sign.

Consideration of entering into an Agreement with Herbert A. Cruz, MD, in the amount of $175.00 per hour, for psychiatric services, for Fiscal Year 2018-2019, and authorize the Chairman to sign.

Consideration of entering into an Agreement with Madera Rescue Mission, Inc., in the amount of $178,412.00, for providing a shared housing program, for Fiscal Years 2018-2021, and authorize the Chairman to sign.

Consideration of entering into an Agreement with Maxim Healthcare Services, Inc., dba Maxim Staffing Solutions, for providing temporary nursing staff, for Fiscal Years 2018-2021, andauthorize the Chairman to sign.

Consideration of entering into an Agreement with California Psychiatric Transitions, Inc., for the provision of mental health residential care for adults with severe and persistent mental illnesses, for Fiscal Year 2018-2019, and authorize the Chairman to sign.

Consideration of approval to reaffirm Resolution No. 2015-101, declaring a local emergency due to the tree mortality disaster that exists in the County and throughout the State.

Consideration of approval of Receipt of Unanticipated Revenue No. 18-053, in the amount of $23,953.95, derived from restricted General Fund balance, to be appropriated to Community Action Partnership - Professional and Specialized Services, for Fiscal Year 2018-2019. 4 Votes Required

Consideration of approval of Transfer of Appropriations No. 18-050, in the amount of $35,400.00, transfer from Prov/Contingency - Appropriations for Contingency to Sheriff Bass Lake Operations - Rents/Leases - Bldgs & Land, for Fiscal Year 2018-2019. 4 Votes Required

Consideration of approval to authorize the Chairman of the Board to sign and execute a CalPERS industrial disability retirement application on behalf of James P. Adkins.

Health Insurance Benchmark.

 

1.              Consideration to adopt the Sideletters of Agreement with the Clerical, Communications Dispatcher, Correctional Officer, Deputy Probation Officer, Mid-Management, Peace Officer Management, Peace Officer, Post Graduate Licensed Professional, Probation Administrators, Probation Management, Professional, Service, and Technical Units regarding the continued utilization of the United Healthcare Plan as the benchmark to fund and maintain the County's health benefit program for the 2019 Plan Year (January 1, 2019 through December 31, 2019).

 

2.              Consideration to extend the terms of the Sideletters of Agreement in Recommended Action #1 to current, eligible unrepresented employees, including Department Heads and Elected Officials.

Consideration to adopt a Resolution authorizing the Madera County Fire Department to enter into State Agreement No. 7FG18066, with Cal Fire to accept the grant award and provide matching funds for the Volunteer Fire Assistance (VFA) Grant program, for Fiscal Year 2018-2019.

Consideration of entering into an Agreement with Microsoft Corporation, in the amount of $60,990.00, for Microsoft Premier Support Services, for Fiscal Year 2018-2019, and authorize the Chairman to sign.

Weapons Training.

 

1.     Consideration of entering into State Agreement No. C5608298, with the California Department of Corrections and Rehabilitation (CDCR), for use of the firing range located at Central California Women's Facility (CCWF), for Fiscal Years 2019-2021, and authorize the Chief Probation Officer to sign.

 

2.     Consideration to adopt a Resolution approving and authorizing the Chief ProbationOfficer or his designee to execute the Memorandum of Understanding (State Agreement No. C5608298) with CDCR, for CCWF weapons training.

Consideration of entering into an Amendment to MCC No. 10744-C-2016, amending the Term and Scope of Services with ECN Polygraph & Investigations, for polygraph testing and background investigations for all law enforcement agencies within the County including the following: Probation, Sheriff, Corrections, and the District Attorney, through October 20th, 2020, and authorize the Chairman to sign.

Local Law Enforcement SVC Fund Budget Adjustment.

 

1.              Consideration of approval of Receipt of Unanticipated Revenue No. 18-047, in the amount of $18,599.00 derived from Local Law Enforcement SVC - Fund Balance TANF Grant Probation to Operating Transfer Out, for Fiscal Year 2018-2019. 4 Votes Required

 

2.              Consideration of approval of Receipt of Unanticipated Revenue No. 18-048, in the amount of $18,599.00 derived from Juvenile Hall Division - Operating Transfer In to Maintenance of Buildings, for Fiscal Year 2018-2019. 4 Votes Required

 

Consideration to adopt a Resolution authorizing the Madera County Probation Department to enter into an Agreement with Cal OES to accept a grant award and provide matching funds for the 2018 Probation Specialized Units (PU) Grant program for the hiring of a new Deputy Probation Officer to provide intensive supervision of probationers convicted of domestic violence and/or related offenses.

 

Consideration of entering into an Memorandum of Understanding between Madera County Public Health Department and Merced County Public Health Department, for utilization review for both Counties to maintain Outpatient Rehabilitation Certification which allows the County to bill Medi-Cal for reimbursement for therapy services provided at the Medical Therapy Unit, for Fiscal Years 2018-2023, and authorize the Public Health Director to sign.

 

Consideration of approval to reaffirm Resolution No. 2015-087, proclaiming a local emergency created by the severe drought conditions that exist in the County and throughout the State.

Explorer and Search and Rescue Programs.

 

1.              Consideration of approval of Receipt of Unanticipated Revenue No.18-037, in the amount of $2,000.00, derived from Sheriff Explorer - Contributions & Donations to Special Departmental Expense, for Fiscal Year 2018-2019. 4 Votes Required

Presentation of Proclamation naming November 2018 as “National Adoption Month”.

 

Proclamation proclaiming November 26-30, 2018 as "Clerk of the Board of Supervisors Week".

Presentation of California State Association of Counties (CSAC) Challenge Award to Madera County's Public Information Team. Award to be presented by CSAC Director Graham Knaus.

Discussion and consideration to approve a salary adjustment (3% increase) for Unrepresented employees, including Appointed and Elected Department Heads, effective January 1, 2019.

Introduction of an Ordinance amending the Annual Salary for Members of the Board of Supervisors, accepting the 3% salary adjustment, which is proposed for Unrepresented employees, including Appointed and Elected Department Heads, effective February 2, 2019;Waive the Reading and set the Hearing for December 4, 2018.

Introduction of an Ordinance amending Chapter 2.60 of Title 2 of the Madera County Code,pertaining to salary step placement of new appointments; Waive the Reading and set the hearing for December 4, 2018.             

Discussion and consideration of approval to amend the Classification Plan for the Office of Information Technology as follows:

 

1.              Add the classifications in the Network Security Engineer Series:

             

a.              Network Security Engineer I

b.              Network Security Engineer II

c.              Senior Network Security Engineer

 

2.              Set the salary ranges for the three (3) above-referenced classifications as follows:

 

a.              Network Security Engineer I: Range 298 (PFB2 0115) - $5,500 - 6,686/month

b.              Network Security Engineer II: Range 318 (PFB2 0115) - $6,077 - 7,387/month

c.              Sr. Network Security Engineer: Range 338 (PFB2 0115) - $6,715 -8,162/month

 

3.              Designate the above-referenced classifications as overtime eligible, pursuant to the Fair Labor Standards Act (FLSA).

 

4.              Allocate the above-referenced classifications to the Professional Unit for bargaining purposes.

 

5.              Direct the Human Resources/Operations Division of County Administration to amend the Position Allocation, as approved in the 2018/19 Budget, in Org Key 00243 to reflect:

 

a.              Add one (1) FTE allocated as Network Security Engineer I/II

b.              Add one (1) FTE allocated as Network Security Engineer I/II/Senior

Discussion and consideration of approval of a Resolution appointing Mary George-Solorio as Retired Annuitant to Program Manager effective November 21st, 2018, waiving the 180 day waiting period from date of retirement (October 31st, 2018) pursuant to the California Public Employees Pension Reform Act of 2013, Government Code Sections 7522.56 and 21224, and making findings in support thereof.

Discussion and consideration of approval to hire Deputy William Vanderpoel at the "D" step for the Deputy Sheriff position, effective November 15, 2018.
